Dependant Pass and
Singapore PR
A Dependant's Pass is a stay status, not a standalone PR category.
Dependant Pass: PR Overview
A Dependant's Pass is issued under MOM's family rules. ICA does not list DP holders as an independent PR eligibility category. A person may be included under an eligible main applicant's process or qualify through another ICA route, but the DP itself should not be presented as the legal basis.
Eligible EP or S Pass holders need at least S$6,000 fixed monthly salary to sponsor a spouse or child for a DP. This sponsorship rule does not itself decide whether the dependant can apply for PR.
Published Rules and Evidence Scope
First identify who is applying, who is sponsoring and which ICA category applies. Then review identity, marriage, birth, custody, education and employment records relevant to that person and household.
Current Pass Rule
Sponsor generally needs S$6,000 fixed monthly salary for the EP/S Pass DP route
Published PR Salary Cutoff
None published by ICA
Advisory Note
A DP holder seeking ordinary employment generally needs an EP, S Pass or DP-Work Permit. A limited LOC route exists for qualifying DP business owners.
Evidence to Prepare and Gaps to Resolve
Evidence to Prepare
- Correct identification of the main applicant, sponsor and ICA eligibility category
- Marriage, birth, adoption or custody records that match passports and application details
- Accurate employment or education records for the dependant where ICA requests them
Gaps to Resolve
- Treating DP possession as an independent ICA PR category
- Assuming every DP holder may work under a general employer Letter of Consent
- Household forms that conflict on names, dates, addresses or relationship history
Common Mistakes DP Holders Make
These are practical accuracy and category errors to catch before submission. They are not an unpublished ICA scoring model.
-
Relying on combined household income for MOM's S$6,000 DP sponsorship threshold
-
Omitting a non-working spouse's requested records because they are not the main applicant
-
Describing family inclusion as an automatic PR entitlement
FAQ: Dependant Pass and Singapore PR
Can a DP holder apply for PR independently?
DP is not listed as a standalone ICA PR category. Check whether the person is included under an eligible applicant or qualifies through another published route.
Can a DP holder work in Singapore?
For ordinary employment, the prospective employer can apply for an EP, S Pass or DP-Work Permit. A separate LOC route exists for qualifying DP holders operating a business.
Can EP and S Pass holders sponsor a DP at any salary?
No. MOM states a minimum fixed monthly salary of S$6,000, based on the main pass holder's salary rather than combined household income.
