Employment Pass and
Singapore PR
Officially eligible to apply for PR; the pass label does not predict approval.
Employment Pass: PR Overview
ICA lists Employment Pass holders as eligible to apply for Singapore PR. ICA does not publish an EP approval rate, a PR salary cutoff or a compulsory number of years on the pass. This profile page focuses on the evidence an EP holder can verify before using the practical application guide.
Eligibility comes from ICA's published work-pass category. Current EP validity is a separate MOM question: the candidate must meet the age-adjusted qualifying salary and generally pass COMPASS unless an exemption applies.
Published Rules and Evidence Scope
ICA says it considers factors including family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency, as well as the ability to contribute, integrate and show commitment to sinking roots. ICA does not publish a special EP scoring tier.
Current Pass Rule
S$5,600 outside financial services; S$6,200 in financial services for the youngest band, increasing with age
Published PR Salary Cutoff
None published by ICA
Advisory Note
From 1 January 2027, new EP applications start at S$6,000/S$6,600, with age-adjusted levels; renewals follow from 1 January 2028. These are MOM work-pass rules, not PR approval cutoffs.
Evidence to Prepare and Gaps to Resolve
Evidence to Prepare
- Employment letter dated within ICA's required period, with occupation, start date, basic salary and gross salary matching the application
- Six months of payslips and other requested income records that reconcile with the employer letter and declared history
- Education, professional licence and family records with consistent names, dates and official translations where required
Gaps to Resolve
- Conflicting job titles, dates or remuneration across the form, payslips, employer letter and tax records
- Missing explanation or proof for name changes, employment gaps, overseas work or qualification variations
- Treating COMPASS points, employer reputation or a salary band as a published ICA guarantee
Common Mistakes EP Holders Make
These are practical accuracy and category errors to catch before submission. They are not an unpublished ICA scoring model.
-
Waiting for an invented two- or three-year minimum instead of checking actual eligibility and evidence
-
Submitting generic contribution claims without records that establish the underlying activity
-
Using MOM's EP threshold as if it were ICA's PR salary threshold
FAQ: Employment Pass and Singapore PR
How long must I hold an EP before applying for PR?
ICA does not publish a compulsory EP holding period. Confirm that you are currently eligible and that the requested evidence is complete; eligibility does not guarantee approval.
What EP salary is competitive for PR?
ICA does not publish an EP-specific PR salary benchmark. MOM's age-adjusted EP salary and COMPASS rules determine work-pass eligibility, not PR approval.
What employment evidence should I check?
ICA's current checklist includes an employer letter with specified details and payslips for the last six months, together with other applicant-specific records. Use the live checklist because requirements can change.
