Practical Application Guide

EP to Singapore PR:
Eligibility, Documents and Timing

Yes. An Employment Pass holder can apply for Singapore PR. ICA lists EP holders as eligible under its work-pass category. Eligibility is only the starting point: ICA assesses applications holistically and does not publish an EP approval rate, PR salary cutoff or compulsory pass-holding period.

Official rules and links reviewed 2026-10-01.

What ICA publishes about eligibility

ICA lists an Employment Pass holder as eligible to apply. It says it considers factors including family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency, as well as the applicant's ability to contribute, integrate and show commitment to sinking roots.

Those are broad assessment factors, not a points table. Claims that every EP holder should wait two or three years, earn a particular PR salary or work for a named employer tier are not published ICA rules.

Should an EP holder apply now or prepare first?

Apply nowYour EP is valid, the ICA category is clear, the requested records are available, and the facts agree across the form, employer letter, payslips and tax information.

Prepare firstA required record, translation or correction is outstanding, or a genuine job, salary, employer or family change is not yet documented consistently.

Do not wait for a sloganICA does not publish a compulsory two- or three-year EP period. If waiting is recommended, it should be tied to a specific missing record or unresolved fact.

What documents should an EP holder prepare?

Use ICA's live checklist for the final submission. A practical pre-submission review should cover:

Identity

Passport biodata and current immigration records, plus proof for any name variation.

Employment

The employer letter specified by ICA, six months of payslips and requested income or tax records.

Qualifications

Education and professional records, with official translations where required.

Family

Marriage, birth, adoption or custody records for the family members included or declared.

History

Consistent dates for addresses, employment, education and prior marriages across every form.

Translations

ICA-compliant translations for documents not in English.

How the application works

  1. Confirm the eligible ICA category and download the current document checklist.
  2. Reconcile names, dates, job details, salary and family information before uploading records.
  3. Submit through ICA's PR e-Service using Singpass and pay the S$100 application fee.
  4. Monitor MyICA and respond if ICA requests additional information.
  5. If approved, follow ICA's in-principle approval instructions and complete the stated formalities and fees.

Fees and timing

ICA charges S$100 when the application is submitted. If approved, the completion fees currently include S$20 for the Entry Permit, S$50 for a five-year Re-Entry Permit and S$50 for the identity card, plus an entry visa fee if applicable.

ICA says applications are generally processed within six months when all required documents are submitted, although some cases take longer.

EP rules are separate

As reviewed on 2026-10-01, the EP qualifying salary starts at S$5,600 outside financial services and S$6,200 in financial services for the youngest band, increasing with age. COMPASS generally applies unless exempt.

For new applications from 1 January 2027, the starting figures rise to S$6,000 and S$6,600. These MOM rules determine the work pass; they are not ICA PR cutoffs.

Final quality check before submission

  • • Employer letter, payslips, tax information and form use the same title, dates and remuneration.
  • • Every claimed qualification, relationship and employment period has the requested proof.
  • • Explanations clarify genuine discrepancies; they do not replace missing official records.
  • • The application describes current facts and avoids unsupported claims about ICA preferences.
