Singapore PR application services

Pier helps eligible applicants identify the correct ICA route, review the records that support that route, resolve material inconsistencies, and prepare for their own e-Service submission.

Who can apply

Eligibility depends on the ICA category.

ICA currently lists the following PR application categories. Eligibility allows a person to apply; it does not assure approval.

  • Spouse of a Singapore citizen or PR, and unmarried child under 21 born within a legal marriage or legally adopted
  • Aged parent of a Singapore citizen aged 21 or above
  • Employment Pass or S Pass holder
  • Eligible student studying in Singapore
  • Foreign investor applying through the Global Investor Programme

The official ICA page provides the current eligibility wording and who must log in to submit for each category.

If ICA later issues an In-Principle Approval, conditions and formalities still remain. See redacted PR IPA examples and the stage explanation.

Written service scope

What Pier can review and prepare

The engagement letter should identify the included applicants, category, documents, review rounds, deliverables, and exclusions. Depending on the agreed scope, the practical outputs may include a route summary, category-specific record list, discrepancy log, preparation priorities, and final review notes.

01

Eligibility and timing

Confirm the applicable ICA route, applicant and sponsor roles, and whether filing now is sensible based on the available records.

02

Category-specific checklist

Map the current ICA checklist to the main applicant, spouse, children, sponsor, or business records that apply.

03

Identity and family records

Check names, dates, marital history, birth records, passports, identity documents, and official translations for consistency.

04

Employment and qualifications

Review applicable employment letters, payslips, tax records, business records, educational certificates, and professional history.

05

Application consistency

Compare dates, job titles, addresses, family details, and supporting documents so discrepancies can be explained or corrected before filing.

06

Submission review

Review the prepared application and upload set before the applicant or sponsor confirms declarations and submits through ICA.

A practical decision

Apply now, prepare first, or verify the route

Apply nowThe correct ICA category is clear, the required records are current, and material facts agree across the form and evidence.

Prepare firstA required record, translation, correction, or truthful explanation is still outstanding. The reason to wait should be specific to that task.

Verify the routeThe sponsor, included family members, login responsibility, or eligibility category is uncertain. Resolve that before collecting a generic document pack.

What remains your responsibility

  • Provide complete, authentic, and current information and records.
  • Obtain official translations or certified copies where ICA requires them.
  • Log in with Singpass or the applicable credentials.
  • Read the completed form, answer follow-up questions, make declarations, and submit personally.
  • Pay ICA's government fees and respond to ICA directly when requested.

What Pier cannot do

  • Guarantee, influence, or predict ICA's decision.
  • Present private advisory work as ICA-endorsed.
  • Create evidence, conceal material facts, or make declarations for an applicant.
  • Replace legal, tax, nationality, or National Service advice where specialist advice is required.

Fees and timing

Separate Pier's terms from ICA's fees.

Initial assessment

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.

Pier advisory fee

If a client proceeds after the free assessment, Pier Immigration's advisory fee is payable only if and when ICA approves the application. If ICA rejects the application, no Pier advisory fee is owed. The engagement scope is agreed in writing before advisory work begins.

ICA government fees

ICA separately charges S$100 at submission for each Singapore PR application. This government fee is independent of Pier Immigration's assessment and advisory terms. ICA currently also lists completion-of-formalities fees for successful applicants, including the Entry Permit, Re-Entry Permit, and Singapore Identity Card.

Processing

ICA states that complete PR applications are generally processed within six months; some take longer. Preparation time is separate and depends on record availability, translations, and the agreed review scope.

Illustrative preparation example

Resolving inconsistent employment records before submission

An applicant's employment letter, payslips, tax record, and application draft may use different job titles or start dates. A document review can identify those differences, obtain corrected records where appropriate, and prepare a truthful explanation where the underlying records legitimately differ. This example illustrates preparation work only and does not claim an approval outcome.

Common questions

Singapore PR application service FAQs

Who can use this Singapore PR application service?

Pier supports applicants who fall within an ICA PR eligibility category, including spouses or unmarried children of Singapore citizens or PRs, aged parents of adult Singapore citizens, Employment Pass or S Pass holders, eligible students, and foreign investors. The scope must be adapted to the correct category.

Will Pier submit or make declarations for me?

No. The applicant or sponsor must access ICA’s e-Service, review the application, make the required declarations, and submit it personally. Pier can review records and prepared answers within the written engagement scope.

What does Pier charge?

If a client proceeds after the free assessment, Pier Immigration's advisory fee is payable only if and when ICA approves the application. If ICA rejects the application, no Pier advisory fee is owed. The engagement scope is agreed in writing before advisory work begins. ICA separately charges S$100 at submission for each Singapore PR application. This government fee is independent of Pier Immigration's assessment and advisory terms.

How long does ICA take to process a PR application?

ICA states that PR applications are generally processed within six months when required documents are submitted and in order, although some applications take longer.

What is the success rate for Singapore PR applications?

ICA does not publish an overall PR approval rate, and Pier does not publish one either. Treat any provider success rate as an unsupported marketing figure, not an ICA statistic. ICA is the decision-maker for every application.

Can I apply myself, or do I need a PR application service?

You can apply yourself. ICA does not require a consultant, and the applicant or sponsor submits through ICA’s e-Service either way. A service is useful when you want an independent check of category, checklist coverage and record consistency before you declare and submit.

What happens if my PR application was rejected?

ICA allows an online appeal within 12 months of the rejection letter with new or updated information or documents. A fresh application is a separate route using current facts and documents. ICA does not publish a universal waiting period, and repeating the same file adds no new evidence; neither route guarantees approval.

I have been rejected more than once. Can I still apply?

Yes. ICA does not publish a numerical penalty for prior rejections. Each new submission should be accurate, current and supported by a material change, and a review can identify omissions or contradictions in earlier files without claiming to know ICA’s undisclosed reasoning.

Can I include my spouse and children in my PR application?

Yes, if they fit ICA’s published categories. ICA lists a spouse of a Singapore citizen or PR and an unmarried child aged below 21 born within the context of a legal marriage, and every person added as an applicant must review the form before submission.

When can I apply for Singapore citizenship after getting PR?

For the general adult route, ICA states that an applicant must be aged 21 or above and have held PR for at least two years. Other citizenship categories have their own conditions; see Pier’s citizenship advisory for the wider process.

Can Pier guarantee PR approval?

No. ICA decides every PR application and states that it does not endorse private immigration consultants. Pier can improve preparation quality and clarity but cannot control or guarantee the outcome.

Client feedback

How applicants describe the preparation work

The reflections below focus on practical help with checklists, records, and final submission readiness.

Their profile
An individual applicant preparing a PR application.
Why they came to Pier

Applying independently, this client wanted patient explanations and a careful review of the documents supporting their PR application.

How Pier helped

Nobody in my family had done this, so they explained it from the very beginning, as if I knew nothing, which was true. They went through my files line by line and found my degree certificate had my name in a different order from my passport, which I would never have noticed.

The client's experience

I got my PR, and I'm so relieved and thankful.
