Work Authorisation LOC

Letter of Consent (LOC): Meaning and Eligibility

A Letter of Consent (LOC) is a specific MOM work-authorisation route for certain eligible stay-pass holders; it is not a general substitute for an Employment Pass, S Pass or Work Permit.

Key facts

  1. A prospective employer may apply for an LOC for an eligible ICA-issued LTVP or LTVP+ holder under MOM criteria.

  2. A Dependant's Pass holder working for an organisation generally needs an appropriate work pass rather than an LOC.

  3. A DP holder may apply for an LOC only to own and operate an eligible business that meets MOM conditions.

  4. A PLOC is a separate route for eligible ICA-issued LTVP/LTVP+ holders who are the spouse or unmarried child under 21 of a Singapore citizen or PR.

  5. LOC and PLOC validity is linked to the underlying stay pass and other route-specific conditions.

LOC and PLOC are not interchangeable

Frequently asked questions

Can any DP holder ask an employer for an LOC?

No. A DP holder taking ordinary employment generally needs an employer-sponsored work pass. The current DP LOC route is for eligible business owners and operators.
