Employment Pass vs S Pass

Compare current MOM rules without treating either pass as a published PR score.

EP and S Pass are employer-sponsored work passes governed by different MOM rules. ICA lists holders of either pass as eligible to apply for PR, but does not publish approval odds or a preferred pass tier for PR assessment.

Assessment framework Candidates generally must pass COMPASS in addition to the salary stage unless an exemption applies. MOM assesses salary, qualifications and job experience. COMPASS is an EP framework, not an S Pass test.
Quota and levy EP holders are not subject to the S Pass quota and levy. Employers are subject to an S Pass quota and monthly levy. These are employer work-pass rules, not published ICA PR penalties.
Dependants An EP holder needs a fixed monthly salary of at least S$6,000 to sponsor an eligible spouse or children for a Dependant's Pass. An S Pass holder also needs a fixed monthly salary of at least S$6,000 to sponsor an eligible spouse or children for a Dependant's Pass.
PR eligibility ICA lists Employment Pass holders as eligible to apply. It publishes no EP-specific approval probability. ICA lists S Pass holders as eligible to apply. It publishes no S Pass-specific approval probability.
Decision Guidance

Choose or change a work pass because the job and employer meet MOM's rules. An EP upgrade may change employment conditions, but ICA does not say that the label alone establishes stronger PR odds. For PR preparation, concentrate on accurate employment records, qualifications, family documents and the factors ICA actually publishes.

What You Need to Know

Key Insights

01

Work-pass rules and PR judgment are separate

Salary floors, COMPASS, quotas and levies determine work-pass eligibility. ICA's PR page separately describes a holistic assessment and does not convert those MOM rules into PR cutoffs.

02

Salary is not the only EP requirement

Meeting the EP salary floor alone is insufficient where COMPASS applies. Employers and candidates should use MOM's eligibility tool and current rules.

03

The family-sponsorship threshold applies to both

The S$6,000 fixed monthly salary condition is published for eligible EP and S Pass holders; EP holders do not have an automatic salary-free route.

Common Questions

FAQ

Is an EP automatically better than an S Pass for PR?

ICA does not publish that rule. Both pass holders are listed as eligible. Compare the evidence in the actual application rather than assigning an unsupported pass-based probability.

Can a Dependant's Pass holder work for any employer?

Ordinary employment generally requires an appropriate work pass. MOM has limited Letter of Consent routes, including a route for qualifying business owners, with specific conditions.
