Singapore Citizenship and PR for Children
A child's status depends on where the child was born, each parent's citizenship at birth and whether ICA grants a later application. Birth in Singapore does not by itself make the child of PR parents a citizen or PR. Overseas-born children of citizens need a foreign birth certificate and a citizenship application, while sponsored routes generally require the child to be unmarried and under 21.
Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.
Children born overseas to citizens
A Singapore citizen parent may apply online using Singpass after obtaining the child's foreign birth certificate. ICA encourages filing before the first birthday. If citizenship by descent is unavailable, ICA may consider citizenship by registration before issuing an outcome.
Children born in Singapore
ICA states that a Singapore-born child of legally married parents is automatically a citizen when at least one parent is a citizen at birth. All Singapore births must be registered through LifeSG within 42 days. A foreign child also needs a travel document and valid immigration status.
Children of PR parents
A child of PR parents is not automatically a citizen or PR merely because the birth occurred in Singapore. The parents must register the birth, obtain the child's travel document and secure an appropriate pass. A parent may then sponsor a qualifying under-21 child for PR.
Under-21 sponsorship
A citizen or PR parent may sponsor an unmarried child below 21 for PR. A citizen parent may sponsor an unmarried child below 21 for citizenship without the child first becoming PR; a child applying on their own merits normally needs PR first.
National Service
ICA and CMPB state that male children granted PR or citizenship under a parent's sponsorship are liable for NS. Overseas residence does not remove that liability. Families should review registration, Exit Permit and deferment requirements before accepting or changing status.
Applications after age 21
The parent-sponsored child category ends at 21. A former dependent child can be considered only through another current eligibility category, such as qualifying employment, study, marriage or investment. Former dependent PR status does not create an automatic adult reapplication route.
Concurrent applications
ICA permits a child to have citizenship and PR applications processed concurrently under parental sponsorship. Each facility is decided under its own prevailing guidelines, so one application does not guarantee or determine the other.
Common questions
How does a child born overseas to a Singapore citizen get citizenship by descent, and up to what age?
A Singapore citizen parent applies through ICA's e-Service using Singpass after obtaining the child's foreign birth certificate. ICA encourages application before the child turns one to facilitate processing. If descent eligibility is not met, ICA may consider registration. Parent-sponsored child citizenship remains available for an unmarried child below 21; after that, the child cannot use the under-21 sponsorship category.
Link to answerIs a Singapore-born child of PR parents a citizen or PR automatically, and how do I apply for PR for a newborn?
No. Birth in Singapore does not automatically make a child of two PR parents a citizen or PR. Register the birth through LifeSG within 42 days, obtain a passport or travel document from the child's nationality authority, and secure a valid immigration pass. A PR parent may then sponsor the unmarried child below 21 for PR through ICA's e-Service.
Link to answerDoes my child become a citizen when I do, and how do children of PRs or new citizens get citizenship (age, NS)?
No. ICA says children do not automatically become citizens when a parent is registered. A citizen parent may sponsor an unmarried child below 21 for citizenship without prior PR; a child applying independently generally must first be PR. Male children granted PR or citizenship under parental sponsorship are liable for National Service under the published rules.
Link to answerIs a child born in Singapore to a citizen parent automatically a citizen, and how is the birth registered?
ICA states that a child born in Singapore to legally married parents is automatically a Singapore citizen if either parent was a citizen at the time of birth. Register the birth through LifeSG within 42 days. Cases involving parents who were not legally married, disputed parentage or unusual nationality facts should be confirmed directly with ICA.
Link to answerCan a child who was a PR under a parent reapply for PR after turning 21?
The sponsored-child PR category is for an unmarried child below 21. After turning 21, a person must qualify under another current route, such as being an eligible EP or S Pass holder, student, spouse or investor. ICA publishes no automatic renewal or preferred reapplication route based only on having held dependent PR as a child.
Link to answerCan my child apply for citizenship and PR at the same time?
Yes. ICA says a child may apply for citizenship and PR concurrently under a parent's or spouse's sponsorship. The two facilities are processed separately under the prevailing guidelines, and one application does not affect the other. Submit complete documents and monitor each case independently in the relevant e-Service.
