Dual Citizenship, ORAL and Renouncing Singapore Citizenship
Singapore generally does not permit an adult to retain another citizenship alongside Singapore citizenship. The most time-sensitive group is a person who acquired citizenship as a minor by descent or registration: after turning 21, the person must divest foreign citizenship and take the ORAL before the 22nd birthday. Formal renunciation and deprivation are separate legal processes with different legal consequences.
Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.
The age 21 to 22 ORAL window
A citizen by descent or registration as a minor takes the Oath of Renunciation, Allegiance and Loyalty after turning 21 and before the 22nd birthday. Foreign citizenship must be divested first. Missing the window causes automatic loss at 22.
Overseas oath-taking
A person overseas may take the ORAL at the nearest Singapore Overseas Mission. ICA also describes a prior-permission route before an authorised oath administrator. Prepare the citizenship certificate, Singapore identity or passport documents and original proof of foreign-citizenship renunciation.
Adult renunciation conditions
A person must be at least 21, of sound mind and already be, or be about to become, a citizen of another country. ICA may reject or withhold a male citizen's renunciation where National Service obligations remain.
Application, fee and timing
Renunciation is submitted online, with certified foreign-citizenship documents, mandatory declarations and the return of Singapore identity documents. The processing fee is S$35. ICA gives a general processing time of about three months after all required documents are received.
Withdrawal and finality
Before ICA registers the declaration, an applicant may request withdrawal and explain how dual citizenship will be resolved; the fee is not refunded. After registration, the person ceases to be a citizen and ICA states there is no provision for reinstatement.
Deprivation is not automatic renunciation
The Constitution provides grounds on which the Government may deprive citizenship, including acquiring or using foreign citizenship rights or passports and, in defined circumstances, prolonged residence abroad. These provisions use a government order and should not be reduced to an automatic checklist.
Status after citizenship ends
A former citizen needs a valid foreign passport and the immigration permission applicable to any visit, work or residence. CPF account closure is handled with CPF Board. Former citizenship does not itself create PR, a work pass or a right to regain citizenship.
Common questions
How do I renounce Singapore citizenship (conditions, fee, processing, withdrawal)?
You must be at least 21, of sound mind and already be or be about to become another country's citizen. Apply online with certified supporting documents and return the Singapore IC, passport and certificate where applicable. The fee is S$35 and general processing is about three months. Withdrawal can be requested before registration, but not after renunciation is effected.
Link to answerCan a child hold dual citizenship until 21, when and where must they take the ORAL, and what happens if they miss it?
A person who acquired Singapore citizenship by descent or registration as a minor must divest foreign citizenship and take the ORAL after the 21st birthday and before the 22nd birthday. The oath may be taken at ICA in Singapore or a Singapore Overseas Mission. Missing the deadline causes loss of Singapore citizenship on the 22nd birthday, with no guaranteed immigration status.
Link to answerCan Singapore citizenship be revoked or lost (e.g. long residence abroad), and can it be regained?
Yes, but different legal routes apply. The Constitution permits deprivation by government order on specified grounds, including certain foreign-citizenship acts and a defined continuous 10-year overseas-residence ground with exceptions. Renunciation and missed minor-oath deadlines are separate. ICA states renunciation has no reinstatement provision; any future registration requires government approval and a fresh legal basis.
Link to answerWhat are the consequences of secretly keeping or using a foreign passport after becoming a citizen?
The Constitution allows the Government to deprive citizenship where an adult acquires foreign citizenship or applies for, renews or uses a foreign passport as a travel document, subject to the provision's terms and legal process. Concealment can also make declarations false. Do not assume silence preserves both statuses; disclose the facts to ICA and obtain country-specific renunciation proof.
Link to answerAfter renouncing Singapore citizenship, do I need a pass, can I visit, withdraw CPF or regain citizenship?
After registered renunciation you are a foreigner, so visits and residence depend on your foreign passport and the prevailing visa or pass rules. CPF Board permits account closure and transfer of savings once renunciation is complete. ICA states there is no reinstatement provision. Any later citizenship or PR request would need a fresh eligible application and is not guaranteed.
Link to answerWhat happens to a child's citizenship if a parent renounces or has theirs revoked?
A parent's loss does not automatically answer every child's case. Article 130 permits the Government, by order, to deprive an under-21 child who was registered as that parent's child when the parent renounces or is deprived on specified grounds. Article 137 contains another child-deprivation power following certain parental deprivation or cancellation. Obtain an ICA determination for the child.
Link to answerCan a Singapore citizen downgrade to PR?
ICA does not publish a conversion or 'downgrade' process from citizenship to PR. Registered renunciation ends citizenship, and ICA states there is no reinstatement. PR is a separate status granted through current eligibility categories. A person considering this sequence should obtain written guidance from ICA before renouncing, because neither PR nor another long-term pass is automatic afterwards.
Link to answerCan I renew my Singapore passport while renouncing my foreign citizenship?
For a dual-citizen minor approaching the ORAL deadline, ICA says the full 10-year passport is available after oath-taking. If travel is necessary before the ORAL, a new passport may be issued only up to one day before the 22nd birthday. Other passport-renewal situations during foreign renunciation are case specific and should be referred to ICA's enquiry form.
