Sponsoring Parents for PR or a Long-Term Visit Pass

The parent routes differ sharply by the child's status. Only a Singapore citizen aged at least 21 can sponsor an aged parent for PR. A citizen or PR child can support a parent's ICA Long-Term Visit Pass application, subject to the sponsor rules. Neither relationship creates automatic approval, and siblings are not listed in ICA's family LTVP or aged-parent PR categories.

Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.

Aged-parent PR sponsorship

ICA lists an aged parent of a Singapore citizen aged at least 21 as a PR category. A PR child cannot use this category to sponsor a parent for PR. ICA does not publish an approval rate, age definition or points score for aged-parent cases.

LTVP for parents

A parent of a citizen or PR may apply for LTVP. If the child is at least 21, that child sponsors. If the child is below 21, a local citizen or PR aged at least 21 is required as sponsor. Parents-in-law are not eligible under this parent category.

Siblings are different

ICA's LTVP eligibility list does not include an adult sibling simply because another sibling is a citizen or PR. ICA also states that citizenship sponsorship is limited to a spouse, parents or children. A sibling must qualify independently for an available immigration facility.

Documents for aged-parent PR

Use the current checklist. In addition to the applicant and sponsor records, ICA asks for specified documents from non-applying children: birth or household records, latest overseas tax assessment if working overseas, and the latest one-month payslip.

How ICA assesses the application

ICA considers family ties, economic contribution, qualifications, age, family profile, length of residency, integration and commitment to Singapore. These broad factors do not disclose a formula or approval probability for parents.

When the citizen child is a minor

A foreign parent of a minor citizen does not automatically receive PR. LTVP can be sponsored through an eligible adult local sponsor, while aged-parent PR requires the citizen child to be at least 21. Other PR eligibility categories remain available if independently met.

Common questions

How can a PR or citizen bring parents (or siblings) to Singapore on a long-term visit pass?

A parent of a citizen or PR may apply for ICA LTVP. A child aged 21 or above sponsors directly; if the child is younger, an adult citizen or PR local sponsor is required. Parents-in-law are excluded from this parent category. Siblings are not listed as eligible family members and must qualify independently for another pass.

Who can sponsor parents for PR (citizen vs PR, sponsor age), and how hard is aged-parent PR?

Only a Singapore citizen aged at least 21 can sponsor an aged parent for PR. A PR child cannot use the aged-parent PR category, although a PR may sponsor a parent's LTVP. ICA considers broad family, contribution, age, residency and integration factors but publishes no aged-parent approval rate, points system or guaranteed threshold, so difficulty cannot be stated as a percentage.

What documents are needed when sponsoring an aged parent (including from non-applying siblings)?

Follow the current ICA checklist for applicant and sponsor identity, family, education and financial records. For aged-parent cases, ICA specifically lists documents from non-applying children: a birth certificate or household register for births outside Singapore, the latest overseas income-tax assessment if working overseas, and the latest one-month payslip. ICA may request further evidence.

My child is a Singapore citizen but I am not: can I get PR or a long-term pass?

Citizenship of the child does not automatically grant the parent status. For PR under the aged-parent category, the Singapore citizen child must be at least 21 and sponsor the application. For LTVP, a parent of a citizen is eligible to apply; if the citizen child is below 21, an adult citizen or PR local sponsor is required.

Review your documents and next steps

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
