Singapore PR Document Checklist for Applicants and Families
ICA's permanent-residence checklist is the starting point for a complete application, but the exact list changes with the applicant, sponsor and family structure. Prepare identity, civil-status, education and employment evidence before opening the e-Service, because the draft has a limited completion window. This guide explains the current published requirements, including passport validity, photographs, translations, employer letters, payslips, overseas tax records, transcripts and custody documents, while identifying items the public checklist does not require in every case.
Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.
Build a file for every named person
Separate the main applicant, each applying dependant, any non-applying spouse and the sponsor. ICA's checklist assigns different records to each role. Use consistent names, dates and passport numbers across identity, family, education and employment documents, and explain genuine variations with the supporting civil record.
| Record | Every applicant | Non-applying spouse | Sponsor |
|---|---|---|---|
| Passport-sized photo | Where applicable | Not required | Not required |
| Passport or travel document not issued by ICA | Where applicable | Where applicable | Not required |
| Birth certificate or household register for births not registered in Singapore | Where applicable | Where applicable | Not required |
| Marriage certificate for marriages not registered in Singapore | Where applicable | Not required | Where applicable |
| Educational certificates and transcripts | Where applicable | Where applicable | Where applicable |
| Membership certificates | Where applicable | Not required | Where applicable |
| Employer letter dated within three months of the application | Where applicable | Where applicable | Where applicable |
| Pay slips from the last six months | Where applicable | Where applicable | Where applicable |
| Latest three years' income tax assessments, only if working overseas | Where applicable | Where applicable | Where applicable |
Meet the passport and photo rules first
Each applicant needs a valid travel document; ICA says a spouse or child cannot be added with a passport that has less than six months' validity at submission. The current PR checklist specifies a recent 400 by 514 pixel colour photograph, full face, white background and no headgear unless worn for religious or racial custom without hiding facial features.
Prove family relationships
Where the event was not registered in Singapore, prepare birth, marriage, divorce and death records as applicable. Children from a previous marriage may require custody papers and, for a minor under joint custody, a letter of consent from the former spouse. Adoption and name-change documents should connect the identity trail.
Prepare education and work evidence
The checklist includes educational certificates and transcripts, skill or professional licences, and relevant memberships. Employment evidence includes a current employer letter dated no more than three months before the online application and six months of payslips. The employer letter states occupation, employment start date, basic monthly salary and gross monthly salary.
Use the correct tax and business records
ICA's PR checklist asks for the latest three years of income-tax assessments or receipts only if the person is working overseas. Self-employed applicants or sponsors prepare the latest ACRA business registration certificate plus three years of balance sheets and profit-and-loss statements. The portal may request additional records based on the case.
Translate non-English records through an accepted route
ICA accepts translations provided by the issuing country's embassy, translations by a notary public in Singapore or the issuing country, and private translations attested by the embassy or notarised by an eligible notary. ICA does not endorse private translation companies. Upload the source document together with the accepted English translation.
Distinguish required evidence from optional advocacy
Recommendation letters, testimonials, police certificates and narrative explanations are not universal items in ICA's public PR checklist. Add a non-standard document only when the e-Service requests it, ICA sends a clarification, or it is necessary to explain a material fact. More pages do not compensate for a missing prerequisite document.
Common questions
How many years of income tax assessments do I need, including overseas tax returns if I worked abroad?
ICA's current PR checklist asks for the latest three years of income-tax assessments or receipts only for a person working overseas. It does not state that every Singapore-based employee must upload three years of overseas returns from an earlier job. Follow the live list for each applicant, non-applying spouse and sponsor, and provide any additional assessment ICA specifically requests to verify income or employment history.
Link to answerWhat are the photo specifications for PR and citizenship applications?
The PR checklist specifies a recent colour digital photo measuring 400 by 514 pixels, taken full-face against a white background. Headgear is not allowed unless it is habitually worn according to religious or racial custom, and it must not hide facial features. Use the current photo prompt in the citizenship e-Service as well; ICA may reject or delay a document application when a photo does not meet its requirements.
Link to answerDo non-English documents need translation, and which translations does ICA accept (embassy, notary, attested)?
Yes. Submit the original record and an accepted English translation. ICA accepts translations provided by the embassy of the country or place that issued the document; translations produced by a notary public in Singapore or the issuing country; and private translations attested by that embassy or notarised by an eligible notary. ICA states that it does not endorse any private translation company or entity.
Link to answerWhat passport validity do I need to apply for PR?
ICA states that a spouse or child cannot be included without a valid passport carrying at least six months' validity at the point of application, and that the application will be rejected if the travel-document prerequisite is not met. Apply the same conservative threshold to every applicant, renew early where necessary, and update ICA if a passport is replaced while the case is pending.
Link to answerWhat documents are required for a PR application (applicant and family)?
The published baseline includes a compliant photo, passport, birth or household record, applicable adoption, marriage, separation, divorce, death, custody, consent and name-change documents, education certificates and transcripts, professional records, an employer letter, six months of payslips, and applicable tax or self-employment records. Requirements differ for the applicant, non-applying spouse and sponsor. ICA may request other supporting documents during assessment.
Link to answerHow recent must the employer letter be and what must it state?
ICA's PR checklist requires the current employer's letter to be dated no more than three months before the online application. It should state the person's occupation, date employment began, basic salary per month and gross salary per month. Check that the dates and amounts reconcile with the submitted payslips and pass information. If employment changes before submission, obtain a new letter rather than editing an old one.
Link to answerShould I include recommendation letters or testimonials from employers or Singaporeans?
Recommendation letters and personal testimonials are not listed as universal requirements in ICA's public PR checklist. Include one only if ICA asks for it or it documents a material fact that cannot be shown more directly. A letter should identify the writer, relationship, first-hand basis and verifiable examples; it should not speculate about approval. Prioritise required civil, education, employment, tax and family records first.
Link to answerDo I need to declare my full employment history, including overseas jobs and salaries?
Answer every employment-history field in the live e-Service completely and truthfully. ICA's public two-page checklist does not describe the full date range of the online employment-history section, so it cannot support a claim that one fixed number of years applies to every case. Prepare dates, employers, countries, roles and salary records for past overseas work, and use the portal prompt or an ICA clarification as the controlling instruction.
Link to answerWhat documents do I need for children from a previous marriage (custody orders, ex-spouse consent)?
ICA's PR checklist includes custody papers for children from previous marriages. For a minor applicant under joint custody, it also lists a letter of consent from the former spouse. Provide the final divorce and custody documents, any later variation order, the consent in the format requested, and certified translations where needed. If consent cannot be obtained, ask ICA what court or legal evidence it will accept for that case.
Link to answerDo I need to give details of overseas parents and siblings in the application?
The public PR checklist does not reproduce every online family-information field. If the e-Service asks for parents or siblings, provide complete details even when they live overseas or are not applying. Use official names, dates, nationalities and relationship records where available. If a required detail is genuinely unknown, do not invent it; retain evidence of reasonable checks and ask ICA how the field should be completed.
Link to answerDo I need a police clearance certificate for a Singapore PR application?
A police clearance certificate is not a universal item in ICA's current public PR checklist. Do not obtain or upload one merely because it appears on another country's immigration list. You must still answer any conduct or offence questions truthfully. If ICA requests a clearance or court record through the e-Service, follow the stated issuing authority, period and deadline for that particular case.
Link to answerDo I need degree transcripts as well as certificates?
Yes. ICA's current PR checklist lists educational certificates and transcripts. Prepare the award certificate and the corresponding academic transcript for each relevant qualification, plus an accepted English translation where necessary. If an institution issued only one consolidated record, use that record and obtain an explanatory or verification letter if the portal requires separate certificate and transcript uploads.
Link to answerWhat if I have lost my degree or education certificate?
Request a replacement, certified copy or official verification directly from the awarding institution or authorised registry. Do not recreate the certificate or submit an unsupported declaration as if it were the original. If a replacement cannot be issued before the e-Service deadline, gather the transcript, verification correspondence and loss explanation, then ask ICA whether those records are sufficient or whether the application should wait.
Link to answerCan I apply for family members without a birth certificate, marriage certificate or valid passport?
A valid passport with at least six months' validity is a prerequisite for a spouse or child. ICA also states that a marriage certificate is required to prove the spouse relationship, and the checklist requires birth or household records for births not registered in Singapore. Obtain replacement civil records before filing. If the issuing country cannot provide one, ask ICA what official substitute it will accept rather than omitting the relationship evidence.

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
