Singapore e-PR Since 2024: Current Online Filing Rules
Singapore's electronic PR application system predates 2024, but ICA changed the common citizenship, PR and long-term-pass workflow on 26 June 2024. Current applications are filed online, applicants review and declare their own information, drafts have a strict 14-day completion window, and post-submission or formalities instructions are handled through the e-Service. This guide identifies what changed, which legacy form advice is no longer supported by the current public checklist, and which portal questions ICA has not publicly standardised.
Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.
e-PR did not begin in 2024
ICA launched an electronic PR service in 2017. The significant 2024 date for today's guidance is 26 June 2024, when ICA changed the online workflow and distinguishes newer applications in its FAQs. Avoid describing every online feature as a brand-new 2024 scheme.
Submission is online only
ICA states that citizenship, PR and LTVP applications must be submitted online through its e-Service. There is no appointment to hand in a paper PR application. Applicants without Singpass use the login route or credentials ICA provides for the relevant service.
Every applicant reviews the form
The current PR page says each person added as an applicant must review the application and provide a declaration using Singpass or unique credentials. Sponsors should allow time for eligible applicants to obtain Singpass, which ICA says can take two to five working days.
Drafts expire after 14 days
ICA divides the draft into two seven-day parts: particulars and document uploads first, then review, declaration, payment and submission. The complete application must be submitted and paid within 14 days from starting the draft. If it is removed, the applicant must start again.
Use the current checklist, not legacy labels
The present public PR checklist requires an employer letter and six months of payslips but does not list Annex A or Form 4A as universal uploads. The live portal controls the actual fields. Do not upload an old form merely because an older guide names it, and do not omit a current employer letter that the checklist still requires.
The new workflow does not promise faster decisions
ICA's current processing statement remains about six months when required documents are complete, with some cases taking longer. The online interface can change submission and communication without changing substantive assessment or guaranteeing a faster result.
Common questions
What did the e-PR system introduced in 2024 change, and are decisions faster under it?
The premise needs correction: ICA launched e-PR in 2017. For current guidance, 26 June 2024 marks a revised online workflow reflected in ICA's FAQs, including e-Service instructions, applicant review and newer formalities handling. ICA still publishes a general PR processing time of about six months when documents are in order, with some cases taking longer. It does not say the 2024 workflow makes decisions faster.
Link to answerAre Annex A, Form 4A and similar employer/PTS forms still required, and what if my employer refuses?
ICA's current public PR checklist does not list Annex A or Form 4A as universal uploads. It does require a current employer letter dated within three months and stating occupation, start date, basic salary and gross salary. Follow the live e-Service rather than an old form name. If the employer refuses a currently required letter, do not fabricate it; document the refusal and ask ICA whether any official alternative is acceptable.
Link to answerCan I submit a paper or over-the-counter PR application, or is it online only?
It is online only. ICA states that applications for Singapore citizenship, permanent residence and long-term visit passes must be submitted through its e-Service. You do not book an appointment to hand in a paper PR application. If an applicant lacks Singpass, use the non-Singpass or unique-credential route ICA provides rather than substituting a paper form.
Link to answerIs there an interview for a PR application?
ICA does not publish a standard interview stage for every PR applicant. It has stated that its holistic assessment includes interviewing the applicant and sponsor where necessary. The current application process is online and document based, but ICA may still contact you, request clarification or arrange an interview for the case. Attend only when officially instructed; there is no published universal interview script or score.
Link to answerWhich education level should I select for a child at an international school in the e-PR form?
ICA does not publish a universal mapping from every international curriculum or year group to each portal label. Use the level that truthfully corresponds to the child's current enrolled programme and the school's official records, not an assumed local-school equivalent. Retain an enrolment letter or report showing the curriculum and grade. If two portal options remain plausible, ask ICA before submission and keep its written response.
Link to answerHow long do I have to complete an e-PR draft before it expires?
ICA gives 14 days from the date the draft is started. The first seven days cover Fill in Particulars and Upload Documents; the next seven cover Review & Declare, payment and submission. The draft and uploaded documents are removed if the application is not submitted and paid within that window, and the applicant must start a new application. The draft period cannot be extended through the published workflow.
Link to answerReview your documents and next steps
The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
