Renouncing or Losing Singapore PR: Process and Family Effects
Renouncing PR is a formal ICA process for people leaving Singapore permanently. It is different from losing PR after being outside Singapore without a valid REP. The distinction affects dependants, documents, the pass issued after renunciation and whether a fresh PR application is needed later. National Service obligations can also materially affect the applicant and their immediate family members directly.
Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.
Renunciation and loss are different
A PR may voluntarily renounce through ICA. A person already outside Singapore who loses PR under the REP rules does not need to submit a separate renunciation application. Neither route creates an automatic right to recover PR later.
Who must renounce together
ICA requires a main applicant's sponsored dependants - the spouse and children below 21 who obtained PR under that sponsorship - to renounce together. A sponsored child aged 21 or above submits a separate application if the adult child also intends to renounce.
Documents and online process
The online application includes Annex A stating the reasons, and the MINDEF acknowledgement where applicable. Applicants upload passport and relevant civil-status records. A successful applicant must return the blue IC within 14 days of the e-outcome letter.
Processing and status in Singapore
ICA states a general processing time of up to four weeks, although incomplete or complex cases can take longer. Applicants in Singapore should remain until completion. ICA issues a 30-day Visit Pass when renunciation is completed.
When ICA may withhold the request
The Government reserves the right to reject or withhold PR renunciation where there are unresolved matters with government agencies or outstanding NS obligations. The official page does not publish a complete list of unresolved matters or a special bankruptcy rule.
Future immigration applications
There is no reinstatement of voluntarily renounced PR. A former PR may submit a fresh PR application if eligible under the criteria in force at that time. Work-pass applications are separate MOM processes and are not guaranteed by former PR status.
Closing out CPF and other records
CPF Board allows a person who is no longer a citizen or PR to close the CPF account and transfer savings after renunciation. Tax, employment, housing, banking and insurance matters are handled by their respective agencies or providers; ICA does not publish one exhaustive departure-notification list.
Common questions
How can PR status be lost or revoked (crimes, conduct conditions, false information, long absence)?
ICA may review and revoke PR where permit conditions are breached, including criminal offences or undesirable conduct. A PR outside Singapore without a valid REP can also lose PR under the 180-day rules effective from 1 December 2025. False or withheld material information can have serious consequences, but the outcome depends on the legal ground and facts.
Link to answerCan lost or renounced PR be reinstated or appealed, or must I submit a new application?
ICA states there is no provision to reinstate PR that was voluntarily renounced. Under the current REP rules, no appeal is accepted after missing the 180-day application period or after an REP refusal in that process. To be considered again, submit a fresh PR application under the eligibility criteria in force at that time.
Link to answerHow do I renounce Singapore PR (online process, documents, MINDEF form) and how long does it take?
Apply through ICA's online PR-renunciation portal; counter appointments have ceased. Upload Annex A, passport details and relevant civil-status documents. NS-liable male applicants and sponsors complete the applicable MINDEF acknowledgement sections. ICA states that processing generally takes up to four weeks from receipt, but incomplete cases or requests for clarification can take longer.

Do my spouse and children have to renounce PR if I renounce mine, and does it affect their REPs or future applications?
If you are the main applicant, ICA requires the spouse and children below 21 who obtained PR under your sponsorship to renounce together. A sponsored child aged 21 or above applies separately if renouncing. Separately, ICA warns that renouncing or losing PR without fulfilling NS obligations may adversely affect family members' future facilities and REP renewals.
Link to answerCan I stay in Singapore after renouncing PR?
Only under the immigration permission issued after completion. ICA advises applicants in Singapore to remain until renunciation is processed and says a 30-day Visit Pass will be issued when the application is completed. Before that pass expires, leave Singapore or obtain another valid immigration status; approval of another status is separate.
Link to answerCan the government withhold my PR renunciation?
Yes. ICA states that the Government may reject or withhold PR renunciation where the person has unresolved matters with government agencies or outstanding National Service obligations. The published page does not promise acceptance merely because the form is complete, and NS-liable applicants should resolve questions with CMPB or MINDEF before acting.
Link to answerCan a former PR return to work in Singapore on an EP/S Pass and reapply for PR later?
A former PR is not barred by a general published rule from being considered for an EP or S Pass, but the employer's MOM application must satisfy the prevailing work-pass criteria. ICA separately permits a fresh PR application if the person meets a current eligibility category. Past renunciation, conduct and unresolved NS obligations may be material; no approval is guaranteed.
Link to answerCan I renounce PR while bankrupt?
ICA does not publish a specific rule saying bankruptcy alone either permits or prevents PR renunciation. It does state that unresolved matters with government agencies can cause a request to be rejected or withheld. Ask ICA and the Official Assignee about restrictions or required clearances in the individual case before submitting or arranging departure.
Link to answerDo I need to renounce PR before applying for an LTVP?
Yes. ICA's published answer states that a PR must renounce PR status before submitting an LTVP application for consideration. Renunciation does not guarantee LTVP approval. Check that the intended LTVP category and sponsor are eligible, and plan for the immigration status covering the period after renunciation.
Link to answerDo I need to renounce PR if I already lost it by staying overseas without an REP?
No. ICA states that a person who has already lost PR by remaining outside Singapore without a valid REP is not required to submit a PR-renunciation application. Under the rules effective from 1 December 2025, confirm that the 180-day period has ended or that ICA has sent an unsuccessful REP outcome before treating PR as lost.
Link to answerDo I need to return my blue IC after renouncing PR?
Yes. ICA requires the Singapore blue Identity Card to be returned through the nearest Overseas Mission or by registered mail within 14 days after receiving the successful e-outcome letter. If the IC is lost, submit a statutory declaration or police report in its place, following the instructions in the outcome and official page.
Link to answerWho should I notify when leaving Singapore for good as a PR?
There is no single exhaustive ICA checklist. Complete ICA renunciation if still a PR, and arrange CPF account closure and transfer after status ends. Also close or update tax, employment, housing, utilities, bank, insurance and address records with the responsible agency or provider. NS-liable males should resolve obligations with CMPB before departure or renunciation.
