Singapore PR Re-Entry Permits, Renewal and the 180-Day Rule
A Re-Entry Permit is what lets a Singapore permanent resident travel and return as a PR. Since 1 December 2025, a PR first outside Singapore without a valid REP generally has 180 days to apply, but keeping PR still depends on obtaining approval. This practical guide for travellers separates that rule from REP renewal, passport transfer and ICA's case-by-case assessment.
Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.
What an REP does
An Entry Permit allows a PR to enter and remain in Singapore. A Re-Entry Permit is a fixed-validity permit for returning as a PR after travel. PR status permits residence in Singapore, while the REP protects the ability to leave and re-enter as a PR.
The rule from 1 December 2025
A PR who leaves without a valid REP, or whose REP expires while overseas, must apply within 180 days from the relevant departure or expiry date. Returning during that period does not remove the need to apply. A rejected application causes PR loss the day after ICA sends the outcome.
Renewal timing and cost
Online renewal opens within three months before expiry. An approved REP costs S$10 for each year or part-year, and online payment is due within 14 days. A renewed REP starts on its issue date, so unused validity is not carried forward.
| Item | Rule |
|---|---|
| Without a valid REP overseas | Apply within 180 days from the departure or expiry date |
| Renewal window | Online renewal opens within three months before expiry |
| Fee | S$10 for each year or part-year of an approved REP |
| Payment | Online payment is due within 14 days |
| Validity | A renewed REP starts on its issue date; unused validity is not carried forward |
| Passport | At least three months' validity for the application |
| Processing | Normally within one week; some cases take longer |
How ICA assesses renewal
ICA assesses REP applications case by case. Published factors include gainful employment, continued contribution and family roots in Singapore. ICA does not publish a points system, income threshold or guaranteed result for homemakers, retirees, students or people working overseas.
Passports and travel
The travel document used for an REP application must have at least three months' validity. After obtaining a new passport of the same nationality, transfer the remaining REP validity online promptly. Different-nationality passport changes require the nationality and identity-card details to be updated with ICA.
If the REP expires overseas
During the 180-day period, a PR may be issued a Permanent Resident's Single-Entry Pass for one entry on the stated date. It is not a replacement REP. If the REP application fails, ICA says PR is lost and a person in Singapore will be issued a Visit Pass.
Practical checks before departure
Check REP validity in MyICA before travel, renew early enough for processing, and transfer the REP after a passport change. ICA advises carrying a copy because some foreign authorities may request it. The normal processing time is within one week, although some cases take longer.
Common questions
What does ICA consider when renewing a Re-Entry Permit, and why might it be refused or shortened (unemployment, part-time work, overseas work, misconduct)?
ICA assesses each REP application individually. Its published considerations include whether the PR is gainfully employed, continues contributing to Singapore and has family roots here. ICA also states that breaches of permit conditions, criminal offences or undesirable conduct can trigger review of PR status. It publishes no formula explaining a shorter REP or refusal in a particular case.
Link to answerCan a homemaker, retiree or non-working PR stay PR and renew the REP?
A PR in Singapore keeps PR status even if the REP expires, but a valid REP is needed for travel and return. A homemaker, retiree or unemployed PR may apply for renewal; approval and duration remain case specific. ICA does not publish a separate retirement or homemaker test, so explain family roots, residence and other continuing ties when documents are requested.
Link to answerWhen and how do I renew my REP, and is unused validity lost when I renew early?
Renew through ICA's REP e-Service using Singpass within three months before expiry. Earlier renewal for special circumstances requires an in-person request with supporting reasons. The new REP begins on its issue date after payment; it is not an extension of the old permit, so remaining validity is not added to the new REP.
Link to answerHow long can a PR stay outside Singapore, and do I have to live in Singapore to keep PR?
ICA does not publish a universal maximum overseas stay while an REP remains valid. A valid REP permits return during its validity, but renewal is assessed case by case and continuing contribution and family roots may matter. If the REP expires overseas, the current 180-day application rule applies; it is not permission to remain abroad indefinitely.
Link to answerCan a PR study or work overseas for years (including after completing NS) and keep PR or renew the REP?
A valid REP allows return while it remains valid, but years overseas do not guarantee another REP, even after NS. ICA considers each person's circumstances, including employment, contribution and family roots in Singapore. It publishes no safe number of overseas years. Apply before expiry and provide the evidence ICA requests about the overseas posting, study and continuing Singapore ties.
Link to answerCan I renew my REP while overseas or without Singpass?
Yes. A PR with Singpass can use the online e-Service while overseas. If you are overseas without Singpass, ICA says to submit through the nearest Singapore Overseas Mission at least two months before the current REP expires. If it has already expired overseas, apply within the applicable 180-day period under the rules effective from 1 December 2025.
Link to answerHow much does a Re-Entry Permit cost?
ICA charges S$10 for every year or part of a year of an approved REP, with a separate fee for each REP issued. For an online application, payment must be made within 14 days of approval or the application will be withdrawn. The fee depends on the approved duration, not the duration requested.
Link to answerHow do I transfer my REP to a new passport, and can someone else do it for me?
For a new passport of the same nationality, use ICA's online transfer function promptly. A sponsored PR spouse must log in personally with their own Singpass; the sponsor cannot transfer the spouse's REP. If the new passport reflects a different nationality, first update nationality and IC details, then follow ICA's in-person REP application instructions.
Link to answerCan someone living in Johor Bahru and commuting apply for or keep PR, and is REP renewal harder for PRs living in Malaysia?
ICA publishes no separate Johor Bahru rule or approval threshold. A person may apply only through an eligible PR category, and ICA considers family ties, economic contribution, residency, integration and commitment to Singapore. For REP renewal, employment, contribution and family roots may matter. Daily commuting does not create an exemption or a guaranteed adverse result.
Link to answerIf I return within 180 days after my REP lapsed, do I keep PR without applying?
No. Under the rules effective from 1 December 2025, returning within the 180-day period does not remove the requirement to apply for a new REP. ICA says PR is automatically lost if no application is made within the period, even after return. A timely application must also be approved for PR status to continue.
Link to answerWhat is a Permanent Resident's Single-Entry Pass (PRSEP)?
A PRSEP may be issued, subject to entry requirements, to a PR entering during the 180-day period after first being outside Singapore without a valid REP. It is valid for one entry on the date stated. It does not replace an REP or remove the need to apply for one within 180 days.
Link to answerHow do I check my REP validity or reprint my REP?
Use ICA's e-Service function named 'Download REP/EP and Enquire REP Validity'. ICA states that an REP can be reprinted there without charge. Check the record before travel and after any renewal or passport transfer rather than relying only on an old downloaded copy.
Link to answerI was never issued an Entry Permit: am I still a PR, and will I be notified if I lose PR?
ICA says existing PRs remain recognised even if they did not previously receive an Entry Permit, because ICA issued Entry Permits to all PRs before December 2025. ICA also says it will notify a person when PR status is lost. Keep contact details current and check REP status before travel rather than waiting for a notice.
Link to answerWhat passport validity is needed to apply for an REP online?
ICA requires a valid travel document with at least three months' validity to apply for or renew an REP. If the passport is close to expiry, renew it first where practicable, then use the transfer function for any remaining REP validity or submit the new REP application with the updated document details.
Link to answerWhat happens if my REP application is rejected during the 180-day window (when is PR lost, what pass am I given)?
ICA says PR status is lost the day after the rejection outcome is sent, even if the applicant returned to Singapore before the decision. A person in Singapore will be issued a Visit Pass upon that loss. There is no reinstatement appeal under this process; a fresh PR application is required to be considered again.
Link to answerCan I stay in Singapore as a PR while my passport is expired or being renewed?
Yes. ICA says a PR in Singapore can continue residing as a PR with an expired passport, but cannot travel. Obtain a new passport and then renew the REP or transfer a still-valid REP online as soon as possible. Do not leave Singapore until the travel document and REP arrangements are in order.
Link to answerDo I need to re-register my IC when renewing my REP?
No. ICA states that a PR does not need to re-register the blue identity card merely because the REP is being renewed. Separate IC re-registration or replacement rules can still apply for age, particulars changes, loss or other reasons, but they are not part of ordinary REP renewal.
Link to answerDoes a dual-national PR need an REP when travelling on a foreign passport?
Yes. PRs require a valid REP to travel and return as PRs, regardless of dual nationality. ICA does not allow an REP to be transferred directly between passports of two different countries. A new nationality must be updated in the IC record, after which the person follows ICA's in-person REP application instructions.
Link to answerShould I carry a copy of my REP when travelling?
ICA advises carrying a copy of the REP because some foreign authorities and agencies may ask to see it. A copy does not cure an expired or incorrectly linked permit, so also verify the live REP record and ensure the current passport details are transferred before departure.
Link to answerHow long does an REP application take to process?
ICA's published general processing time is within one week, excluding the day of submission. Some applications take longer, especially where ICA requests documents or further assessment. Apply early enough that travel does not depend on the normal estimate, and monitor MyICA and the email address supplied in the application.
Link to answerDoes a short trip abroad restart the REP clock after it expires?
No restart is published. ICA measures the period from the date a person is first physically outside Singapore without a valid REP, and says returning during the 180 days does not remove the application requirement. Do not use a short border trip or return as a way to recalculate the deadline; apply within the original period.

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
