Rejected for Singapore PR More Than Once: What to Check Next
Repeat rejections are frustrating because ICA does not explain individual decisions. ICA says it is unable to share specific information on how applications are assessed, and that the outcome will remain the same if circumstances have not changed and the same information or documents are submitted. The useful question after a second or third rejection is therefore what has genuinely changed and can be documented.
Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.
ICA does not give individual reasons
ICA's answer on unsuccessful PR applications says it is unable to share specific information on the assessment of applications. It lists factors such as family ties to Singaporeans, economic contributions, length of residency, ability to contribute to and integrate into Singapore, and commitment to sinking roots. Anyone claiming to know the exact reason for your rejection is guessing.
Unchanged facts give the same outcome
ICA states that the outcome will remain the same if there are no changes to your circumstances and the same information or documents are submitted. If you have additional or updated information or documents since your last application, ICA says you may consider a fresh application through the e-Service. Each application carries a non-refundable S$100 fee.
Appeal or fresh application
An appeal asks ICA to reconsider a rejected application and can only be submitted if that application was rejected within the last 12 months. It must be submitted through ICA's e-Service, not in person, by email or by post, and you may need to upload new documents and official translations. A fresh application is separate and is assessed on your current facts and records.
Who submits the appeal
ICA says the sponsor of the rejected application must submit the appeal using Singpass. If there was no sponsor, the main applicant submits it. If the original application was made without Singpass, the appeal must use the same email address.
No published waiting period
ICA does not publish a compulsory waiting period before reapplying. Waiting by itself changes nothing; what matters is whether the next application contains documented changes, such as a longer period of residence, a new role or salary shown in pay slips, new qualifications, or a change in family circumstances.
Build a change log across attempts
Lay each previous submission side by side and list what differs: employer, occupation, basic and gross salary, years of residence, qualifications, family members and declared parents and siblings. Note which differences can be proved with a document. This is an advisory method for organising your own record, not a way of discovering ICA's undisclosed reasons.
Check consistency between applications
ICA keeps your earlier submissions. Make sure names, dates of birth, employment dates and family details agree across every application and supporting document, and that any correction is explained with evidence rather than silently changed.
Common questions
Why won't ICA tell me why my PR application was rejected?
ICA says it is unable to share specific information on the assessment of applications. It lists the factors it considers, including family ties to Singaporeans, economic contributions, length of residency, ability to integrate and commitment to sinking roots, but does not give individual reasons.
Link to answerWill reapplying with the same documents give a different result?
ICA states that the outcome of the application will remain the same if there are no changes to your circumstances and the same information or documents are submitted. A fresh application is worth considering when you have additional or updated information or documents.
Link to answerShould I appeal or submit a fresh PR application after another rejection?
An appeal is only possible if the application was rejected within the last 12 months and must be submitted through ICA's e-Service, with new documents and official translations where needed. A fresh application is assessed on current facts and suits cases where circumstances have materially changed.
Link to answerHow long should I wait before reapplying after several rejections?
ICA does not publish a compulsory waiting period. The outcome will remain the same if nothing has changed, so time a new application around documented changes rather than a fixed number of months.
Link to answerCan I appeal a PR rejection from more than 12 months ago?
No. ICA only accepts an appeal if the previous application was rejected within the last 12 months. Outside that window, a fresh application through the e-Service is the route, and ICA notes it is worth making only if you have additional or updated information or documents.
Link to answerWho submits the appeal if my PR application was sponsored?
ICA says the sponsor of the rejected application must submit the appeal using Singpass. If there was no sponsor, the main applicant submits it.

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
