Singapore PR Appeal: Official Position and Reapplication

A Singapore PR appeal asks ICA to reconsider an unsuccessful application. ICA allows an online appeal within 12 months of the rejection letter, supported by new or updated information or documents; reconsideration does not guarantee approval.

Key facts

  1. ICA does not publish individual reasons for every unsuccessful PR application.

  2. ICA says appeals are carefully considered and may be submitted online within 12 months of the application rejection letter.

  3. Provide new or updated information or documents. ICA says repeating the same information without a change in circumstances leaves the outcome unchanged.

  4. The sponsor submits the appeal where there was a sponsor; otherwise the main applicant submits it. Follow ICA's instructions for the original submission method and login.

  5. A new application must meet current eligibility and document requirements and attracts the applicable fee.

  6. No consultant can guarantee that a reapplication will be approved.

Appeal or fresh application

An appeal asks ICA to reconsider a rejected application. It is only possible if that application was rejected within the last 12 months, and it must be submitted through ICA's e-Service, not in person, by email or by post. You may need to upload new documents and official translations.

A fresh application is separate. It is assessed on your current facts and records and carries a non-refundable S$100 fee. ICA does not publish a compulsory waiting period before reapplying.

Who submits the appeal

ICA says the sponsor of the rejected application must submit the appeal using Singpass. If there was no sponsor, the main applicant submits it. If the original application was made without Singpass, the appeal must use the same email address.

What makes an appeal worth filing

ICA states that the outcome will remain the same if there are no changes to your circumstances and the same information or documents are submitted. Useful changes are ones you can document, such as a longer period of residence, a new role or salary shown in pay slips, new qualifications, or a change in family circumstances.

ICA keeps earlier submissions, so names, dates and family details should agree across every application. Explain any correction with evidence rather than changing it silently.
