CPF contributions, SRS and leaving Singapore

CPF begins from the first day a worker becomes a permanent resident, changing both take-home pay and employer contributions. Graduated rates normally apply during the first two years before full rates begin. CPF and the Supplementary Retirement Scheme are separate: they have different contribution limits, withdrawal rules and beneficiary arrangements. A person leaving Singapore should distinguish living overseas while keeping PR from formally renouncing PR and applying to close CPF accounts.

Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.

When contributions begin

CPF liability starts on the first day of PR, with graduated rates in the first two years and full rates from year three.

Take-home pay

Employee CPF reduces cash salary while employer CPF adds retirement and healthcare savings. Use the official calculator for exact rates.

Leaving Singapore

Living overseas while keeping PR does not itself unlock full CPF withdrawal. Former PRs may apply for account closure if conditions are met.

Returning after withdrawal

A person who regains citizenship or PR must restore transferred savings and the interest that would have accrued.

CPF nominations

A nomination directs CPF savings after death and should be reviewed after major family changes.

SRS is separate

PR changes reduce the SRS cap and renunciation does not create automatic penalty-free SRS withdrawal.

Common questions

Can I withdraw all my CPF if I renounce PR or leave permanently (lump sum, tax, CPF LIFE, Malaysians)?

Once a person is no longer a Singapore citizen or PR, they must close their CPF account and transfer the savings. The current route does not require permanently leaving Singapore or West Malaysia and applies to eligible former Malaysian PRs too. For renunciations from 1 April 2024, transfer can be requested once renunciation is completed; otherwise the account closes automatically the following month. Check CPF LIFE, investments and any foreign tax consequences separately before arranging the transfer.

When can a PR withdraw CPF, and what happens to CPF if I leave Singapore but keep PR?

Living overseas while retaining PR does not qualify for CPF account closure under the former-resident route; the accounts remain subject to normal CPF rules. Closure is required once the person is no longer a Singapore citizen or PR. For renunciations from 1 April 2024, closure and transfer may be requested immediately after renunciation; otherwise the account closes automatically the following month. An eligible former PR can arrange the transfer while still in Singapore.

If I regain PR or citizenship after withdrawing CPF, must I repay it with interest?

Yes. CPF Board states that a person who later regains Singapore citizenship or PR must refund the withdrawn or transferred CPF savings, together with the interest that would have accrued, to restore the accounts. Obtain the amount and payment instructions from CPF Board because it depends on the earlier closure and elapsed period.

How does becoming a PR change my SRS contribution cap?

The yearly SRS cap is S$15,300 for citizens and PRs, compared with S$35,700 for foreigners. If PR is obtained during the year, notify the SRS operator; it recalculates that year cap on a pro-rated basis even if contributions were already made. Excess contributions can attract penalties.

How will PR status affect my take-home pay?

CPF contributions reduce cash take-home pay and add employer contributions to retirement and healthcare savings. Contributions start from the first day a person becomes PR. Graduated rates normally apply in the first and second years, with full rates from the third year, although employer and employee may jointly apply higher rates. Use CPF Board calculator for the exact age, wage and PR-year result.

What happens to my SRS account if I renounce PR?

Renouncing PR does not itself close an SRS account or create a special penalty-free withdrawal. The account remains subject to SRS withdrawal rules. Early withdrawals are generally fully taxable and attract a 5% penalty. A qualifying foreigner can make a one-time full withdrawal after maintaining the account for at least ten years and meeting the continuous foreigner conditions. Confirm status and withholding with the SRS operator.

Should PRs nominate CPF beneficiaries?

Yes. A CPF nomination tells CPF Board who should receive CPF savings and in what shares after death. Without a valid nomination, savings are distributed by the Public Trustee under intestacy or applicable inheritance rules, which may not match personal wishes and can take longer. Marriage revokes an existing CPF nomination, so make a new nomination after marrying. Divorce does not revoke it automatically. Review it after a birth, divorce or beneficiary change.
