After Singapore PR Approval: IPA, Formalities and Documents

A PR approval notice is an In-Principle Approval, not yet completed PR status. The applicant must satisfy the conditions in the IPA or current e-Service, attend any assigned formalities appointment and receive the immigration documents that establish PR. This guide explains extensions, rescheduling, medical or document instructions, the Entry Permit, Re-Entry Permit and identity card, while addressing work passes, family Dependant's Passes, entry to Singapore and the practical updates that follow registration.

Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.

Retrieve and read the IPA

ICA issues the IPA while formalities remain outstanding. Retrieve it through the relevant e-Service and treat its conditions, deadline and document list as controlling. For applications from 26 June 2024, current formalities instructions are displayed in the e-Service rather than relying only on an older-style letter.

How to read these notices

Pier Immigration prepared this reading guide from the visible notice wording and the official ICA references linked for each example. Dates and validity periods shown in an example belong to that notice; the applicant's own ICA notice and e-Service instructions control.

Example 1 · PR in-principle approval

The e-Service outcome is conditional and time limited

  • The notice shows an outcome date of 1 October 2026 and states that the application is approved in principle. It does not show that PR formalities have been completed or that final PR status has been granted.
  • This example requires completion by 1 December 2026 at 11.59 pm Singapore time. That deadline is specific to this notice; applicants must check the deadline and required actions in their own ICA e-Service account.
  • This notice expressly says that its IPA is not a valid immigration pass for stay in Singapore. The applicant must maintain valid stay status and fulfil the conditions in the notice before ICA grants PR.

Example 2 · PR in-principle approval letter

The letter states a two-month validity window, not a universal deadline

  • The 29 May 2025 date attached to this image is a source-file date; the cropped letter does not establish that as the outcome or letter date.
  • The visible wording says the approval is valid for two months from the date of the letter. That instruction describes this letter's validity period and should not be turned into a universal deadline for every PR IPA.
  • The letter remains an in-principle approval with conditions outstanding. Applicants should retrieve and follow their own ICA notice, current e-Service instructions and formalities requirements.

Complete the assigned requirements

Applicants and any required sponsor attend ICA Services Centre in person where directed. Complete the medical, payment, document, biometric and identity-card steps shown for the case. ICA grants PR only after the necessary conditions have been fulfilled; approval in principle is not the final status.

Use online options for timing problems

For newer cases, the e-Service allows an extension request through View Details, Proceed to Complete Formalities and Request for Extension. ICA considers the request and does not guarantee approval. Appointment changes are made through the online appointment system within the IPA's validity.

Understand the three core PR documents

The Entry Permit, also called Form 5 or 5A, is issued when PR is first granted. The Re-Entry Permit has a fixed validity period and is needed to preserve PR status while outside Singapore. PRs aged 15 or above receive the blue identity card. A passport remains a travel document, not a substitute for the IC.

Coordinate work and family passes

MOM says an EP need not be cancelled when the holder becomes a PR, while ICA says the work pass is retained for cancellation during formalities. Follow the specific ICA formalities instruction and ensure the employer and MOM records are reconciled. Family members need their own valid status; do not assume a PR can keep sponsoring a work-pass Dependant's Pass after the underlying pass changes.

Update records after registration

Give the employer the new status and identity details, verify Singpass access, check CPF onboarding or contribution treatment, and update banks, insurers and other institutions that recorded the work pass or FIN. Keep digital copies of the Entry Permit, REP and transaction receipts before leaving the formalities workflow.

Common questions

What happens after PR approval: what is the IPA letter, how do I retrieve it, and how are formalities (medical, biometrics, IC) completed?

ICA issues an In-Principle Approval while formalities are outstanding; retrieve it from the PR e-Service. The IPA or, for newer cases, the e-Service states the conditions, documents, medical requirements, payment and appointment instructions. The applicant and required sponsor attend in person where directed. ICA processes the formalities, including any biometrics and IC registration, and grants PR only after the required conditions are fulfilled.

Can I extend my PR In-Principle Approval if I cannot complete formalities in time?

You may request an extension, but it is subject to ICA's consideration. For applications from 26 June 2024, log in to the e-Service, choose View Details, proceed to the formalities section and select Request for Extension. Submit before the IPA expires and attach evidence of the reason. Continue preparing the requirements because an extension request does not itself extend the IPA unless ICA approves it.

What happens to my family's Dependant's Passes when I become a PR, and can PRs hold DPs for family?

A Dependant's Pass is tied to an eligible work-pass holder, not to PR sponsorship. MOM says linked DPs are cancelled if the main work pass is cancelled, while a DP need not be cancelled when the DP holder personally becomes a PR. Before the main applicant completes PR formalities, confirm each family member's continuing pass or alternative ICA facility with MOM and ICA. Do not assume the family's DPs continue automatically after the underlying work-pass arrangement ends.

Do I need to cancel my Employment Pass after becoming a PR, and what happens to it?

The official pages use different operational wording. MOM says an EP does not need to be cancelled if the holder becomes a PR; ICA says that upon completion of PR formalities the work pass will be retained for cancellation. Follow the instructions for the formalities appointment, tell the employer, and do not separately cancel the pass in a way that disrupts lawful stay before registration unless MOM or ICA directs it.

How do I prove my PR status (Entry Permit, REP, verification letter)?

An existing PR can ordinarily show the Entry Permit and a valid Re-Entry Permit. ICA says verification letters for existing PRs are issued only case by case, although its e-Service provides a Download Verification Letter function for PR issue-date verification. Use the document requested by the receiving institution. A former PR who renounced or lost status may use ICA's separate online verification-letter request where eligible.

Can I reschedule my PR formalities appointment?

Yes, within the IPA validity and available appointment system. For applications from 26 June 2024, ICA assigns a slot where attendance at the Services Centre is required; the date and time appear in the e-Service. ICA says applicants can change the slot through the online appointment system. A changed appointment does not extend the IPA, so request an extension separately if the validity period is the problem.

What is the Entry Permit (Form 5/5A) and how do I retrieve it?

Form 5 or Form 5A is the Entry Permit issued when a successful applicant completes PR formalities and PR status is first granted. It is distinct from the Re-Entry Permit used for travel. Retain the issued digital or downloadable record and check MyICA or the relevant transaction history for retrieval options. If it is unavailable, use ICA's PR enquiry or verification service rather than recreating the form.

Can my passport be used as my identity card as a PR?

No. A passport is a travel document. ICA states that PRs aged 15 and above are issued the Singapore blue Identity Card, while the Entry Permit and REP evidence immigration status and travel rights. Carry or present the document the transaction requires. A passport does not replace IC registration after formalities and does not by itself show that a Re-Entry Permit is valid.

Does the PR In-Principle Approval letter let me enter Singapore?

No. An IPA does not guarantee entry or valid stay. ICA decides entry at the checkpoint and may conduct further checks; a traveller must still satisfy the applicable passport, visa, arrival-card and immigration-pass requirements. If returning for formalities, plan the lawful entry route separately and carry the IPA and appointment evidence, but do not describe the IPA as an entry permit before PR formalities are completed.

What do I need to update after becoming a PR (Singpass, bank, employer, CPF)?

Notify the employer of the completed PR status and new identity details, verify that Singpass and government records display the correct status, and confirm CPF registration or contribution treatment with the employer and CPF Board. Update banks, insurers, landlords and other institutions that recorded the work pass, FIN or nationality. ICA does not publish one universal private-sector checklist, so use each institution's identity-update process and retain the Entry Permit, REP and IC records.

Is there a mandatory community or volunteering activity before PR formalities or IC issuance?

ICA's public PR approval and formalities pages do not state a universal volunteering or community-activity requirement for every approved applicant. Complete only the requirements shown in your IPA, e-Service and appointment instructions. If an official notice assigns an engagement activity, verify it within MyICA or directly with ICA before acting. Do not rely on another applicant's report as proof that the same step applies to your case.
