Singapore PR for Filipino Teachers
Filipino teachers in Singapore may hold a PRC licence as a professional teacher, issued under the Philippines' Professional Teachers board. Those working in kindergartens or childcare centres must also be certified by ECDA, which checks foreign qualification documents closely and can reject applications where documents do not agree. For PR, the useful exercise is to line up your PRC record, your ECDA certification, your degree verification and your PSA civil records so they describe the same person and the same training.
Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.
ECDA certification is its own document check
To teach in a Singapore kindergarten or childcare centre you must be certified by ECDA. For foreign early childhood qualifications ECDA asks for the graduation certificate, transcript, medium of instruction and practicum details, may require proof from an approved verification agency, and says it may reject an application where discrepancies in the documents are noted. If ECDA has already accepted your documents, keep that file; it is a reviewed set of records you can mirror in your PR application.
PRC licence lookups run on your registered name
PRC's online licence verification searches by profession, first name and last name, or by licence number with date of birth. If you married after passing the board and now use your husband's surname, a search under your current name may not find you until PRC updates its record. The petition form names the regulatory board involved, carries a P225 statutory fee and needs a photocopy of your PRC ID; once the change is effected, you apply online for a new ID card.
Three Philippine universities are on MOM's portal list
MOM's list of verification portals, last updated 20 November 2025, includes Mapua Institute of Technology, Mindanao State University Iligan Institute of Technology and the University of Santo Tomas. A teacher on an Employment Pass with an education degree from one of these may have had it verified through the university's own portal; graduates of other institutions would usually have used a background screening company. MOM does not accept school letters or notarised copies as verification proof.
Teaching roles earn no SOL bonus
MOM's COMPASS Shortage Occupation List does not include teaching roles, so a teacher on an EP passed COMPASS through the core criteria, including C3 diversity. That criterion counts PMETs by passport nationality, including PRs, and awards no diversity points where a nationality is 25 per cent or more of the employer's PMETs. If you hold an S Pass instead, ICA lists that as an eligible category too. Which pass you held, and when, should be stated consistently in your PR application.
Relevant professional records
The current ICA checklist is the starting point. Additional examples should be relevant to your circumstances and permitted by your employer; do not disclose protected information.
- Employer letter showing role, institution and dates
- Relevant qualification records matching the application
- A non-confidential description of teaching or curriculum responsibilities
Illustrative preparation example
A teacher should describe their own responsibilities without sharing student identities or records. Work at a particular institution does not create a published PR fast-track.
Eligibility, assessment and preparation are different
ICA publishes broad factors including family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. We do not present a nationality-specific salary cutoff, waiting period, cohort ranking or approval probability as an ICA rule. Work-pass qualifying salaries and COMPASS are MOM requirements, separate from ICA PR assessment. Use accurate payslip and tax information rather than a supposed PR salary target.
Inconsistencies to resolve before submission
- Employment dates or employer identity that conflict across the form and records
- Salary figures that mix fixed pay and bonuses without explanation
- Qualifications, titles or registration status that are inaccurately described
- Optional evidence that exposes confidential or personal information
Preparation mistakes to avoid
- Treating a job title, salary or employer brand as a guaranteed approval signal
- Adding unverified claims about sector priority or unpublished ICA weights
- Submitting inconsistent records without resolving the discrepancy
- Following an arbitrary waiting period instead of checking the applicable route and current documents
Check before confirming the application
- Identity, qualification and employment details refer to the same person
- Names, dates, addresses and salary figures agree across the records
- Non-English records have translations accepted by ICA
- The applicants included meet the correct category and have reviewed their declarations
Common questions
Can a Filipino teacher apply for Singapore PR?
Yes, if they meet an eligible ICA application category. ICA lists Employment Pass and S Pass holders as eligible. Being Filipino or a teacher does not by itself establish eligibility, and neither is published by ICA as a factor that raises or lowers the chance of approval.
Link to answerHow can I prove my board exam result from Singapore?
Since 18 March 2019, PRC has accepted online applications for a certification of board rating and passing. Where a foreign authority needs PRC to confirm your licence directly, PRC's stateboard verification is sent office to office and asks for a copy of your PRC ID and Transcript of Records. ICA does not publish a requirement for either; they help only if your licence is part of your story.
Link to answerDo Philippine documents need an apostille for Singapore?
ICA's published requirement is certified copies, with official translations only where a document is not in English, and it does not mention apostilles. The Philippines joined the Apostille Convention with effect from 14 May 2019 and Singapore from 16 September 2021, so an apostille is available if a Singapore body, such as an employer or ECDA, asks for authentication.

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
