Singapore PR for Filipino Allied Health Professionals

Filipino allied health professionals usually hold a licence from a profession-specific PRC board, such as Physical Therapy, Occupational Therapy, Radiologic Technology or Speech-Language Pathology, and then register in Singapore with the Allied Health Professions Council (AHPC). ICA sees neither licence file. Your PR application should use one name, one professional title and one set of dates that your PRC, AHPC and MOM records can all support.

Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.

Philippine titles and Singapore titles differ

PRC certifies physical therapists and radiologic technologists, while AHPC's recognised lists are organised under physiotherapy and diagnostic radiography. MOM's Shortage Occupation List bridges part of this: it includes physical therapist as a title under physiotherapist, and radiologic technologist under diagnostic radiographer, both for candidates registered with AHPC. Use your Singapore registered title in your PR application, and keep your PRC licence to show how it relates to your Philippine qualification.

PRC verification travels office to office

AHPC requires a letter of verification, transcripts and a Certificate of Good Standing to reach it directly from the source. PRC handles verification requests from other countries through its Stateboard Verification service, which asks for a copy of your PRC ID or licence and your transcript of records, and states that mailing is strictly an office-to-office transaction. PRC also lists issuing a Certificate of Good Standing as a registration transaction. Keep your receipts and dates as evidence of when your licence was confirmed.

A PRC name change is filed with your profession's board

PRC's petition for change of registered name due to marriage is made in the records of the board for your specific profession. It needs a notarised petition and a PSA Certificate of Marriage, or the PSA Report of Marriage if you married abroad, with a statutory fee of P225. Once the change is made, PRC directs you to apply online for a new or duplicate ID. This matters if you married in Singapore and your passport name has moved away from your licence.

Your first employer shapes your early record

AHPC will not process an application unless the employer meets the Readiness Review for your profession, and the supervisor signs an undertaking on Form SF2. Foreign applicants then receive an in-principle approval letter to use when applying to MOM for a work pass. The offer letter, the SF2 undertaking and that approval letter all name an employer and a role; the first entry in your PR employment history should match them.

Relevant professional records

The current ICA checklist is the starting point. Additional examples should be relevant to your circumstances and permitted by your employer; do not disclose protected information.

  • Employer record identifying your profession and dates
  • Qualifications and registration details where applicable
  • Non-confidential description of clinical or service responsibilities

Illustrative preparation example

An allied health professional should identify the actual regulated profession and registration status where applicable. Keep patient records out of optional supporting explanations.

Eligibility, assessment and preparation are different

ICA publishes broad factors including family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. We do not present a nationality-specific salary cutoff, waiting period, cohort ranking or approval probability as an ICA rule. Work-pass qualifying salaries and COMPASS are MOM requirements, separate from ICA PR assessment. Use accurate payslip and tax information rather than a supposed PR salary target.

Inconsistencies to resolve before submission

  • Employment dates or employer identity that conflict across the form and records
  • Salary figures that mix fixed pay and bonuses without explanation
  • Qualifications, titles or registration status that are inaccurately described
  • Optional evidence that exposes confidential or personal information

Preparation mistakes to avoid

  • Treating a job title, salary or employer brand as a guaranteed approval signal
  • Adding unverified claims about sector priority or unpublished ICA weights
  • Submitting inconsistent records without resolving the discrepancy
  • Following an arbitrary waiting period instead of checking the applicable route and current documents

Check before confirming the application

  • Identity, qualification and employment details refer to the same person
  • Names, dates, addresses and salary figures agree across the records
  • Non-English records have translations accepted by ICA
  • The applicants included meet the correct category and have reviewed their declarations

Common questions

Can a Filipino allied health professional apply for Singapore PR?

Yes, if they fall within an eligible ICA application category. ICA lists Employment Pass and S Pass holders as eligible to apply. Nationality and profession do not by themselves establish eligibility or approval, and ICA does not publish preferences or approval rates for particular nationalities or occupations.

Is my PRC licence enough to work as a physiotherapist in Singapore?

No. AHPC registers allied health professionals in Singapore, and for foreign-trained applicants it requires a job offer in the profession, a basic professional qualification and an employer that meets its Readiness Review. Your PRC certificate of registration and licensing examination results are supporting documents in that application. ICA does not publish AHPC registration as a PR requirement, but your role depends on it.

Can someone in the Philippines file my PRC name change while I am in Singapore?

PRC's petition form allows an authorised representative. A representative who is not a registered professional must present a valid government-issued ID and a Special Power of Attorney executed by you; a professional acting for you presents their PRC ID and an authorisation letter. The petition itself must be accomplished and signed by you, and original PSA documents should be brought for validation.

Review your documents and next steps

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
