Singapore PR for Myanmar national Nurses

Nurses trained in Myanmar who work in Singapore are registered or enrolled with the Singapore Nursing Board (SNB) through their employer, and SNB's examination page states that foreign-trained nurses sit its RN or EN Licensure Examination. Where your transcripts, certificates or civil records are not in English, each Singapore body asks for a proper translation. A PR application to ICA is easier to assess when those translations are in order and your training, registration and employment dates agree everywhere.

Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.

Plan translations around the strictest wording

ICA asks for official translations of documents in languages other than English, and accepts translations from the issuing country's embassy, from a notary public, or private translations that an embassy has attested or that have been notarised. SNB asks for a certified official translation in English. Before ordering translations of transcripts, certificates or civil records, check each body's wording, and keep every translation filed with its original so the pair can be produced together.

Your licensure examination sits in your record

SNB runs separate Registered Nurse and Enrolled Nurse Licensure Examinations, delivered as computer-based tests through Pearson VUE since 28 November 2024, and the employer's cover letter to SNB states the position offered, such as Staff Nurse or Enrolled Nurse. Keep your examination result and your registration or enrolment confirmation with your employment documents, so the role in your PR application can be matched to what SNB actually recorded.

Gaps in practice already have a written account

SNB's eligibility criteria include relevant clinical practice in your home country within the past five years, and it asks applicants with a gap in service of more than one year to write a service gap letter. If your nursing work in Myanmar was interrupted before you came to Singapore, that letter is your own earlier account of the gap. The employment history you give ICA should be consistent with it, including dates.

No Myanmar institutions on MOM's portal list

For Employment Pass holders, MOM accepts verification proof only from selected background screening companies, government or institution portals, or OpenCerts. MOM's current list of verification portals, which it says is not exhaustive, names no Myanmar institution. A Myanmar nursing qualification may therefore be verified through a screening company proof carrying an MOM reference number, or a letter of qualification from a professional body, which MOM accepts for healthcare. Notarised copies and school letters are not accepted.

Relevant professional records

The current ICA checklist is the starting point. Additional examples should be relevant to your circumstances and permitted by your employer; do not disclose protected information.

  • Employer letter showing nursing role, dates and current employment
  • Qualification and registration details where applicable
  • Accurate employment history including agency, institution or role changes

Illustrative preparation example

A nurse who changed institutions should retain a clear record of each employer and dates. Registration records and employment records answer different questions and should not be treated as interchangeable.

Eligibility, assessment and preparation are different

ICA publishes broad factors including family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. We do not present a nationality-specific salary cutoff, waiting period, cohort ranking or approval probability as an ICA rule. Work-pass qualifying salaries and COMPASS are MOM requirements, separate from ICA PR assessment. Use accurate payslip and tax information rather than a supposed PR salary target.

Inconsistencies to resolve before submission

  • Employment dates or employer identity that conflict across the form and records
  • Salary figures that mix fixed pay and bonuses without explanation
  • Qualifications, titles or registration status that are inaccurately described
  • Optional evidence that exposes confidential or personal information

Preparation mistakes to avoid

  • Treating a job title, salary or employer brand as a guaranteed approval signal
  • Adding unverified claims about sector priority or unpublished ICA weights
  • Submitting inconsistent records without resolving the discrepancy
  • Following an arbitrary waiting period instead of checking the applicable route and current documents

Check before confirming the application

  • Identity, qualification and employment details refer to the same person
  • Names, dates, addresses and salary figures agree across the records
  • Non-English records have translations accepted by ICA
  • The applicants included meet the correct category and have reviewed their declarations

Common questions

Can a nurse from Myanmar apply for Singapore PR?

Yes, if they fall within an eligible ICA application category. ICA lists Employment Pass and S Pass holders as eligible to apply. Nationality and profession do not by themselves establish eligibility, and ICA does not publish approval rates or preferences for any nationality or occupation.

Can I translate my Myanmar documents myself for the PR application?

ICA asks for official translations and lists the forms it accepts: a translation from the issuing country's embassy, one from a notary public, or a private translation that an embassy has attested or that has been notarised. ICA also states that it does not endorse any private translation company. A translation you prepared yourself, without attestation or notarisation, does not fit those descriptions.

Will SNB send my registration details to ICA?

ICA does not publish any such arrangement. SNB states that it does not give registration outcomes directly to individual applicants; the outcome goes through your employer. Ask your employer for a copy of your registration or enrolment confirmation and keep it, so the nursing role you describe to ICA can be matched to a document.

Review your documents and next steps

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
