Singapore PR for Myanmar national Doctors
No Myanmar medical school appears in the Second Schedule of Singapore's Medical Registration Act, so a Myanmar-trained doctor registered here will generally have qualified through a postgraduate qualification that the Singapore Medical Council (SMC) recognises. That makes your file more layered than most: a Myanmar basic degree, an overseas postgraduate award, Myanmar Medical Council records and SMC registration. Your PR documents should show how these fit together, because ICA does not see your SMC file.
Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.
Your SMC basis is likely a postgraduate qualification
The current Second Schedule lists no school in Myanmar. SMC states that international medical graduates may instead qualify through a recognised postgraduate qualification, and it publishes a list for conditional registration that includes awards such as MRCP, MRCOG and FRCS. When you list qualifications for PR, include both the Myanmar basic degree and the postgraduate award, with dates, so the route to your Singapore role is visible rather than implied.
Myanmar Medical Council good standing has its own paperwork
The Myanmar Medical Council issues its Certificate of Good Standing only to fully registered doctors with a practising licence. It asks for the licence, the council registration card and a National Registration Card copy, plus either a deputation order for in-service doctors or an Education Clearance order from the Department of Human Resource for Health for others. Non-service doctors also need a police station letter dated within three months. Keep copies, because they document your Myanmar service history.
Explain gaps between Myanmar practice and Singapore
SMC asks applicants to explain gaps between periods of practice and wants employment details for the three years before applying. Doctors who left Myanmar to take postgraduate examinations or train abroad often have such gaps. Write one consistent timeline covering Myanmar posts, postgraduate training and Singapore employment, and use it for both SMC and your PR application, so dates do not drift between versions.
English evidence and translations
SMC requires proof of English proficiency if the basic medical degree was taught in another language; for IELTS this means at least 7 in each component in one sitting, within two years. SMC also needs certified English translations of foreign-language documents. MOM separately asks for non-English documents to be uploaded with an English translation as one file. Keep the same translated versions for ICA so names and dates read identically.
Relevant professional records
The current ICA checklist is the starting point. Additional examples should be relevant to your circumstances and permitted by your employer; do not disclose protected information.
- Current employment record showing clinical role and dates
- Medical qualifications and professional registration details where applicable
- Consistent explanation of clinical, research and teaching responsibilities
Illustrative preparation example
Where registration status or the employing institution changed, reconcile the dates in the employment history. A specialty title or hospital name does not establish a PR approval probability.
Eligibility, assessment and preparation are different
ICA publishes broad factors including family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. We do not present a nationality-specific salary cutoff, waiting period, cohort ranking or approval probability as an ICA rule. Work-pass qualifying salaries and COMPASS are MOM requirements, separate from ICA PR assessment. Use accurate payslip and tax information rather than a supposed PR salary target.
Inconsistencies to resolve before submission
- Employment dates or employer identity that conflict across the form and records
- Salary figures that mix fixed pay and bonuses without explanation
- Qualifications, titles or registration status that are inaccurately described
- Optional evidence that exposes confidential or personal information
Preparation mistakes to avoid
- Treating a job title, salary or employer brand as a guaranteed approval signal
- Adding unverified claims about sector priority or unpublished ICA weights
- Submitting inconsistent records without resolving the discrepancy
- Following an arbitrary waiting period instead of checking the applicable route and current documents
Check before confirming the application
- Identity, qualification and employment details refer to the same person
- Names, dates, addresses and salary figures agree across the records
- Non-English records have translations accepted by ICA
- The applicants included meet the correct category and have reviewed their declarations
Common questions
Can a Myanmar doctor apply for Singapore PR?
Yes, if they fall within an eligible ICA category; Employment Pass and S Pass holders are listed by ICA as eligible to apply. Nationality and profession do not establish eligibility or approval. ICA states that it considers factors such as family ties, economic contributions, qualifications, age, family profile and length of residency.
Link to answerMy Myanmar MBBS is not on the Second Schedule. Does that affect PR?
ICA does not publish any rule linking PR to the Second Schedule. The Schedule governs SMC registration, not immigration. What matters for your PR file is that the qualifications you declare match those on your MOM and SMC records, including the postgraduate award that made you registrable, with certificates to support each one.
Link to answerWhich name should I use if my Myanmar documents show it differently?
ICA does not publish a rule specific to Myanmar names. SMC asks for an affidavit, statutory declaration or deed poll where names vary across documents, and MOM asks for an explanation letter with supporting documents when the passport name differs. Use your passport name in the PR application and keep the same linking document SMC accepted.

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
