Singapore PR for Myanmar national Allied Health Professionals

Allied health professionals trained in Myanmar who work in Singapore as physiotherapists, occupational therapists, radiographers or in another AHPC-regulated profession must be registered with the Allied Health Professions Council before practising. Several AHPC documents, including the qualification verification letter and the Certificate of Good Standing, must come straight from the issuer. Where records are not in English, translation and verification need planning, and the same discipline helps when you later prepare a PR application for ICA.

Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.

AHPC wants the translation and the original together

AHPC requires any document not in English to be submitted with a certified English translation, together with the original or a certified true copy of the foreign document. ICA, separately, asks for official translations and describes the forms it accepts, including embassy translations and notarised or embassy-attested private translations. Keep each translation physically paired with its original or certified copy, so the same set can be produced for AHPC, MOM or ICA without being redone.

Four documents must come from the issuer, not from you

AHPC requires the letter of verification for your basic professional qualification, your examination transcripts for every year of study, a good-character testimonial from a Dean, Registrar or Lecturer, and a Certificate of Good Standing to be sent to it electronically by the source. Ask each issuer early, since you cannot send these documents yourself. Note who sent each document and when; those details support the qualification history you later describe to ICA.

If your qualification is not on AHPC's list

AHPC refers applicants whose qualification is not on its recognised list to a Qualifying Examination. The examination provider will not accept a candidate without AHPC's referral letter, a passed result must be sent to AHPC, and the examination is charged separately from registration fees. If you took this route, keep the referral letter and result with your degree certificate, because together they explain how your Myanmar qualification was accepted for registration in Singapore.

Registration approval comes before the work pass

AHPC first issues foreign applicants an in-principle approval letter to use when applying to MOM for a work pass; the letter is then forwarded to AHPC and the Practising Certificate is paid for. For Employment Pass verification, MOM's list of portals names AHPC as a government portal but no Myanmar institution. How verification was done is a matter for your employer and MOM; for PR, the dates of approval, work pass and certificate should read in order.

Relevant professional records

The current ICA checklist is the starting point. Additional examples should be relevant to your circumstances and permitted by your employer; do not disclose protected information.

  • Employer record identifying your profession and dates
  • Qualifications and registration details where applicable
  • Non-confidential description of clinical or service responsibilities

Illustrative preparation example

An allied health professional should identify the actual regulated profession and registration status where applicable. Keep patient records out of optional supporting explanations.

Eligibility, assessment and preparation are different

ICA publishes broad factors including family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. We do not present a nationality-specific salary cutoff, waiting period, cohort ranking or approval probability as an ICA rule. Work-pass qualifying salaries and COMPASS are MOM requirements, separate from ICA PR assessment. Use accurate payslip and tax information rather than a supposed PR salary target.

Inconsistencies to resolve before submission

  • Employment dates or employer identity that conflict across the form and records
  • Salary figures that mix fixed pay and bonuses without explanation
  • Qualifications, titles or registration status that are inaccurately described
  • Optional evidence that exposes confidential or personal information

Preparation mistakes to avoid

  • Treating a job title, salary or employer brand as a guaranteed approval signal
  • Adding unverified claims about sector priority or unpublished ICA weights
  • Submitting inconsistent records without resolving the discrepancy
  • Following an arbitrary waiting period instead of checking the applicable route and current documents

Check before confirming the application

  • Identity, qualification and employment details refer to the same person
  • Names, dates, addresses and salary figures agree across the records
  • Non-English records have translations accepted by ICA
  • The applicants included meet the correct category and have reviewed their declarations

Common questions

Can an allied health professional from Myanmar apply for Singapore PR?

Yes, if they fall within an eligible ICA application category. ICA lists Employment Pass and S Pass holders as eligible to apply. Nationality and profession do not by themselves establish eligibility or approval, and ICA does not publish approval rates or rankings by nationality or occupation.

Is a physiotherapist from Myanmar covered by MOM's Shortage Occupation List?

The list is organised by occupation, not nationality. It includes physiotherapist, occupational therapist and diagnostic radiographer for candidates registered with AHPC. Under COMPASS, the bonus is 20 points, reduced to 10 if your nationality makes up a third or more of the employer's PMETs. This affects Employment Pass scoring only; ICA does not publish an occupation list for PR.

Do I need an English test result for AHPC or for PR?

AHPC asks foreign-trained applicants to upload English language proficiency test results if they have them, and does not name specific tests on its requirements page. ICA's published PR factors do not include an English test. Where your Myanmar documents are not in English, the more practical concern for both is supplying properly certified translations.

Review your documents and next steps

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
