Singapore PR for Malaysian Nurses

Malaysian nurses in Singapore usually hold two registrations: one with Nursing Board Malaysia under the Nurses Act 1950, and one with the Singapore Nursing Board (SNB), which their Singapore employer applies for on their behalf. ICA receives neither file. A PR application reads most clearly when your Malaysian registration status, your SNB record, your work pass and your employment history all describe the same role, the same employers and the same dates.

Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.

Your Malaysian status may change while you work here

Nursing Board Malaysia issues an Annual Practising Certificate to registered nurses who practise at Malaysian health facilities. It also offers Retention of Name, which keeps your registered status while you are not practising nursing in Malaysia, for example because you are working abroad. If you moved from one status to the other after joining a Singapore hospital, note when it happened. A short dated timeline makes a Malaysian record showing you as registered but not practising easy to reconcile with your Singapore employment.

Letters Nursing Board Malaysia can issue for you

The Board's registration unit provides Confirmation of Registration for nurses applying to work abroad, verification of training transcripts, and a Letter of Good Standing certifying that your registered status has been maintained. SNB, for its part, asks the regulator of your first registration, and of every country where you practised, to send verification straight to SNB, and your school to send transcripts directly. Keep a note of what you requested and when. Those dates anchor the training and registration history you later describe.

Staff Nurse or Enrolled Nurse: one title throughout

SNB's application pack starts with a cover letter from the employing institution stating the position offered, such as Staff Nurse or Enrolled Nurse, and your principal place of practice. That title, the occupation on your work pass and the job title in your PR application should agree. If you later progressed from enrolled to registered nurse, or moved to another hospital, keep the documents showing when each change took effect so the sequence can be followed without guesswork.

Verifying a Malaysian nursing qualification for MOM

If you hold an Employment Pass, MOM requires proof that the qualifications you declared are verified. Its list of verification portals includes Malaysian institutions such as Universiti Malaya, Universiti Sains Malaysia, UiTM and UTAR, and MOM also accepts a letter of qualification from a professional body, giving healthcare as an example. Registered nurse is on the COMPASS Shortage Occupation List for SNB-registered candidates. These are MOM rules, not ICA criteria, but the qualification you declared to MOM should match the one you submit for PR.

Relevant professional records

The current ICA checklist is the starting point. Additional examples should be relevant to your circumstances and permitted by your employer; do not disclose protected information.

  • Employer letter showing nursing role, dates and current employment
  • Qualification and registration details where applicable
  • Accurate employment history including agency, institution or role changes

Illustrative preparation example

A nurse who changed institutions should retain a clear record of each employer and dates. Registration records and employment records answer different questions and should not be treated as interchangeable.

Eligibility, assessment and preparation are different

ICA publishes broad factors including family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. We do not present a nationality-specific salary cutoff, waiting period, cohort ranking or approval probability as an ICA rule. Work-pass qualifying salaries and COMPASS are MOM requirements, separate from ICA PR assessment. Use accurate payslip and tax information rather than a supposed PR salary target.

Inconsistencies to resolve before submission

  • Employment dates or employer identity that conflict across the form and records
  • Salary figures that mix fixed pay and bonuses without explanation
  • Qualifications, titles or registration status that are inaccurately described
  • Optional evidence that exposes confidential or personal information

Preparation mistakes to avoid

  • Treating a job title, salary or employer brand as a guaranteed approval signal
  • Adding unverified claims about sector priority or unpublished ICA weights
  • Submitting inconsistent records without resolving the discrepancy
  • Following an arbitrary waiting period instead of checking the applicable route and current documents

Check before confirming the application

  • Identity, qualification and employment details refer to the same person
  • Names, dates, addresses and salary figures agree across the records
  • Non-English records have translations accepted by ICA
  • The applicants included meet the correct category and have reviewed their declarations

Common questions

Can a Malaysian nurse apply for Singapore PR?

Yes, if they fall within an eligible ICA application category. ICA lists holders of an Employment Pass or S Pass as eligible to apply. Being Malaysian, or working as a nurse, does not by itself establish eligibility or approval, and ICA does not publish outcomes by nationality or profession.

Do I need to keep my Malaysian practising certificate while I work in Singapore?

ICA does not publish any rule about Malaysian practising status for PR. SNB's eligibility criteria for foreign-trained nurses include home registration and a current practising licence when you apply to register here. For your PR file, what matters is that any later change, such as moving to Retention of Name with Nursing Board Malaysia, is dated and can be explained.

My name appears differently on my nursing certificates and my passport. Does it matter?

SNB itself asks for an affidavit, statutory declaration or marriage certificate where your supporting documents show more than one version of your name. ICA does not publish a nursing-specific rule, but the same approach is sensible: if your certificates, registration and passport differ, include the document that links them so the difference is explained rather than left open.

Review your documents and next steps

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
