Singapore PR for Malaysian Doctors

Malaysian doctors moving to Singapore deal with the Malaysian Medical Council (MMC) at home and the Singapore Medical Council (SMC) here. The Second Schedule names three Malaysian medical schools, and SMC adds campus and twinning conditions, so the exact place you trained matters. For PR, ICA does not receive your SMC file, which means your degree, MMC history and Singapore employment need to read consistently in the documents you submit yourself.

Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.

Three Malaysian schools, named by campus

The Second Schedule lists Universiti Kebangsaan Malaysia (Kuala Lumpur), Faculty of Medicine, for the Doktor Perubatan; Universiti Malaya (Kuala Lumpur), Faculty of Medicine, for the MB BS; and Universiti Sains Malaysia, School of Medical Sciences, for the MD. The campus is part of the listing, so the place of study on your scroll and transcript is worth checking against it. Describe the degree in your PR application using the same title that appears on the certificate.

Twinning programmes need the clinical years at the listed school

SMC's notes on the Second Schedule say that doctors from twinning programmes applying for provisional or conditional registration generally must have completed all clinical training, sat final examinations and received the final qualification at the listed medical school. If part of your degree was taken elsewhere, keep the university letter that states where each phase was done. The same letter also explains any gap between the dates on your degree and your residence history.

MMC's good standing certificate goes straight to SMC

MMC's guidelines say a Certificate of Good Standing is applied for through the MeRITS portal, is sent directly to foreign medical councils, and is valid for three months from issue. MMC will not issue one for personal use. So you will not normally hold the original yourself. Ask for the issue date and keep MMC's email notice that it was sent, which can later support the professional history in your PR application.

MOM verification can come from SMC rather than the university

MOM requires verification proof for qualifications declared in Employment Pass applications. Its list of portals includes the Singapore Medical Council as a government source, and Universiti Malaya and Universiti Sains Malaysia as awarding-institution portals; UKM is not named in that list. MOM also accepts a letter of qualification from a professional body such as a healthcare council. Keep whichever proof your employer used, since it fixes the qualification on your MOM record.

Relevant professional records

The current ICA checklist is the starting point. Additional examples should be relevant to your circumstances and permitted by your employer; do not disclose protected information.

  • Current employment record showing clinical role and dates
  • Medical qualifications and professional registration details where applicable
  • Consistent explanation of clinical, research and teaching responsibilities

Illustrative preparation example

Where registration status or the employing institution changed, reconcile the dates in the employment history. A specialty title or hospital name does not establish a PR approval probability.

Eligibility, assessment and preparation are different

ICA publishes broad factors including family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. We do not present a nationality-specific salary cutoff, waiting period, cohort ranking or approval probability as an ICA rule. Work-pass qualifying salaries and COMPASS are MOM requirements, separate from ICA PR assessment. Use accurate payslip and tax information rather than a supposed PR salary target.

Inconsistencies to resolve before submission

  • Employment dates or employer identity that conflict across the form and records
  • Salary figures that mix fixed pay and bonuses without explanation
  • Qualifications, titles or registration status that are inaccurately described
  • Optional evidence that exposes confidential or personal information

Preparation mistakes to avoid

  • Treating a job title, salary or employer brand as a guaranteed approval signal
  • Adding unverified claims about sector priority or unpublished ICA weights
  • Submitting inconsistent records without resolving the discrepancy
  • Following an arbitrary waiting period instead of checking the applicable route and current documents

Check before confirming the application

  • Identity, qualification and employment details refer to the same person
  • Names, dates, addresses and salary figures agree across the records
  • Non-English records have translations accepted by ICA
  • The applicants included meet the correct category and have reviewed their declarations

Common questions

Can a Malaysian doctor apply for Singapore PR?

Yes, if they fall within an eligible ICA category, such as holding an Employment Pass or S Pass. ICA does not publish any preference by nationality or profession, and holding either does not settle eligibility or the outcome. ICA describes a holistic assessment covering family ties, economic contributions, qualifications, age, family profile and length of residency.

How long do I stay on conditional registration with SMC?

SMC states that a conditionally registered doctor may be considered for full registration after at least two years of full-time supervised practice, or the part-time equivalent, with consistently satisfactory performance. Other conditions include at least six months on Level 2 supervision and taking the Physician's Pledge. Your registration status at the time you apply for PR should match how your employer describes your role.

Do I need a Malaysian good standing certificate for PR?

ICA does not publish an MMC certificate as a PR requirement. SMC needs one from the licensing authority where you practised in the three years before your SMC application, sent directly to SMC. For PR, the more useful record is a clear employment timeline across Malaysia and Singapore that agrees with your SMC and MOM records.

Review your documents and next steps

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
