Singapore PR for Malaysian Allied Health Professionals
Malaysian physiotherapists, occupational therapists, diagnostic radiographers, radiation therapists and speech-language therapists working in Singapore register with the Allied Health Professions Council (AHPC). For foreign-trained applicants, registration rests on a job offer, a basic professional qualification and an employer able to provide supervision. ICA does not receive your AHPC file, so your PR application should show the same profession, employer and dates that AHPC and MOM already hold.
Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.
Match your qualification title word for word
AHPC publishes separate lists of recognised qualifications for diagnostic radiography, occupational therapy, physiotherapy, radiation therapy and speech-language therapy, and it expects the qualification title and the awarding institution's name to match the list exactly. Check the wording on your scroll and transcript against the list before you apply, rather than relying on a shortened or translated version. Use that same wording when you list the qualification in your PR application.
Malaysian universities on MOM's verification portal list
If you hold an Employment Pass, MOM requires verification proof of the qualifications you declared. Its list of verification portals includes many Malaysian awarding institutions, among them Universiti Malaya, Universiti Sains Malaysia, Universiti Putra Malaysia, UiTM and UTAR, and it lists AHPC itself as a government portal. Portal screenshots must be in English and verifiable by MOM. The route used is a MOM matter; for PR, keep the qualification details consistent.
Only three AHPC-regulated roles are on the shortage list
MOM's COMPASS Shortage Occupation List includes diagnostic radiographer, occupational therapist and physiotherapist, each for candidates registered with AHPC. Speech-language therapy and radiation therapy do not appear. The bonus is 20 points, reduced to 10 if your nationality makes up a third or more of the employer's PMETs, counted by passport nationality including PRs. These are Employment Pass rules from MOM and say nothing about how ICA assesses PR.
Conditional registration has a set length
AHPC's conditional registration applies to allied health professionals with less than a year of practice in Singapore. For foreign-trained professionals it means 18 months of full-time supervised practice, which can be extended after an adverse supervision report or leave of more than a month. If your registration type changed during your time here, note the dates; the step to full registration belongs in the same timeline as your employment record.
Relevant professional records
The current ICA checklist is the starting point. Additional examples should be relevant to your circumstances and permitted by your employer; do not disclose protected information.
- Employer record identifying your profession and dates
- Qualifications and registration details where applicable
- Non-confidential description of clinical or service responsibilities
Illustrative preparation example
An allied health professional should identify the actual regulated profession and registration status where applicable. Keep patient records out of optional supporting explanations.
Eligibility, assessment and preparation are different
ICA publishes broad factors including family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. We do not present a nationality-specific salary cutoff, waiting period, cohort ranking or approval probability as an ICA rule. Work-pass qualifying salaries and COMPASS are MOM requirements, separate from ICA PR assessment. Use accurate payslip and tax information rather than a supposed PR salary target.
Inconsistencies to resolve before submission
- Employment dates or employer identity that conflict across the form and records
- Salary figures that mix fixed pay and bonuses without explanation
- Qualifications, titles or registration status that are inaccurately described
- Optional evidence that exposes confidential or personal information
Preparation mistakes to avoid
- Treating a job title, salary or employer brand as a guaranteed approval signal
- Adding unverified claims about sector priority or unpublished ICA weights
- Submitting inconsistent records without resolving the discrepancy
- Following an arbitrary waiting period instead of checking the applicable route and current documents
Check before confirming the application
- Identity, qualification and employment details refer to the same person
- Names, dates, addresses and salary figures agree across the records
- Non-English records have translations accepted by ICA
- The applicants included meet the correct category and have reviewed their declarations
Common questions
Can a Malaysian allied health professional apply for Singapore PR?
Yes, if they fall within an eligible ICA application category. ICA lists Employment Pass and S Pass holders as eligible to apply. Being Malaysian or working in an allied health profession does not by itself establish eligibility or approval, and ICA does not publish outcomes by nationality or occupation.
Link to answerI am a speech-language therapist. Does the Shortage Occupation List cover me?
Not at present. MOM's list names diagnostic radiographer, occupational therapist and physiotherapist among allied health roles, but not speech-language therapist or radiation therapist. The list affects Employment Pass scoring under COMPASS only. ICA does not publish any occupation list for PR, so the absence of your role from MOM's list says nothing about a PR application.
Link to answerWhich documents must reach AHPC directly from my university?
AHPC requires the letter of verification for your basic professional qualification, your examination transcripts for every year of study, a good-character testimonial from a Dean, Registrar or Lecturer, and a Certificate of Good Standing to be sent to it electronically by the source. Your own copies do not replace them. Keep a record of when each was sent, as a reference for your professional history.
Link to answerReview your documents and next steps
The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
