Singapore PR for Indian Software Engineers
Indian software engineers often hold a B.Tech, B.E. or MCA from an Indian university, and their Employment Pass file may include verification of that degree if points were claimed for it under COMPASS. MOM's list of verification portals names only four Indian institutions, so many engineers rely on a background screening report instead. ICA does not receive that MOM file, so the degree, job title and employer history in your PR application should agree with what you declared for your pass.
Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.
Software developer is on the SOL, with a faculty test
MOM's Shortage Occupation List includes software developer, with titles such as software engineer and applications developer. Where the SOL bonus is needed to pass COMPASS, the candidate needs either a bachelor's degree in Computer Science, Information Technology, Programming & Systems Analysis, Science (Computer Studies) or Software Engineering, or at least three years in the listed titles. If your Indian degree is in another branch, such as electronics, the experience route is the one MOM checks, so the past employers you declared should match your PR employment history.
Few Indian universities have a portal MOM lists
MOM's list of verification portals, last updated 20 November 2025, names IIT Bombay, NIT Rourkela, Panjab University and SRM Institute of Science and Technology as Indian awarding institutions, and no Indian government portal. MOM says the list is not exhaustive, but any portal screenshot must be officially in English and publicly verifiable by MOM. Graduates of other Indian universities usually need a report from a background screening company carrying a MOM verification reference number.
An SOL-backed pass ties you to that occupation
If your Employment Pass needed the SOL bonus to pass COMPASS, or you hold a longer-duration EP for a tech occupation, MOM says you can only be employed in that shortage occupation. A move into a different role requires MOM to reassess the pass, and your employer should notify MOM first. Keep the in-principle approval letter and any later MOM correspondence, because a PR application describes the same job history and the titles should line up.
Seoul Accord and Washington Accord status
No Indian body appears among the Seoul Accord's signatories or provisional members, so Indian computing degrees such as an MCA have no Seoul Accord route. NBA India is a Washington Accord signatory, but only for NBA-accredited programmes at its Tier-1 institutions. MOM does not name either accord for COMPASS; it assesses degree comparability with reference to bodies such as UK ENIC. Treat accord status as background, not as evidence ICA has said it relies on.
Relevant professional records
The current ICA checklist is the starting point. Additional examples should be relevant to your circumstances and permitted by your employer; do not disclose protected information.
- Employer letter describing your role, dates and reporting responsibilities
- Consistent contract, payslip and tax records, including any agency arrangement
- A non-confidential description of engineering responsibilities or completed work
Illustrative preparation example
An engineer placed at a client through an agency should identify the legal employer consistently. A client project description can explain the work but should not replace the required employer evidence.
Eligibility, assessment and preparation are different
ICA publishes broad factors including family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. We do not present a nationality-specific salary cutoff, waiting period, cohort ranking or approval probability as an ICA rule. Work-pass qualifying salaries and COMPASS are MOM requirements, separate from ICA PR assessment. Use accurate payslip and tax information rather than a supposed PR salary target.
Inconsistencies to resolve before submission
- Employment dates or employer identity that conflict across the form and records
- Salary figures that mix fixed pay and bonuses without explanation
- Qualifications, titles or registration status that are inaccurately described
- Optional evidence that exposes confidential or personal information
Preparation mistakes to avoid
- Treating a job title, salary or employer brand as a guaranteed approval signal
- Adding unverified claims about sector priority or unpublished ICA weights
- Submitting inconsistent records without resolving the discrepancy
- Following an arbitrary waiting period instead of checking the applicable route and current documents
Check before confirming the application
- Identity, qualification and employment details refer to the same person
- Names, dates, addresses and salary figures agree across the records
- Non-English records have translations accepted by ICA
- The applicants included meet the correct category and have reviewed their declarations
Common questions
Can an Indian software engineer apply for Singapore PR?
Yes, if they meet an eligible ICA application category. Employment Pass and S Pass holders are listed as eligible. Nationality and profession alone do not establish eligibility or approval, and being in a shortage occupation for work pass purposes is a MOM matter, not an ICA criterion.
Link to answerMy university is not on MOM's portal list. What can I use to verify my degree?
MOM accepts reports from its listed background screening companies, provided they carry a MOM verification reference number. Its guide adds that if verification is still pending after 14 working days and your institution appears in the form's drop-down list, the receipt can be submitted instead, but a pass can be revoked if the qualification later proves false. Notarised copies and university letters are not accepted.
Link to answerWill a degree from a Washington Accord programme help my PR application?
ICA lists qualifications as one broad factor but does not publish how it treats accreditation or accord status. The Washington Accord concerns recognition of engineering programmes between accrediting bodies. For your PR application, the practical point is that the degree you submit matches the one verified for your work pass and your name on it is explained if it differs from your passport.
Link to answerReview your documents and next steps
The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
