Singapore PR for Indian Doctors

Indian doctors in Singapore usually carry records from three places: an Indian medical college, a State Medical Council whose entries feed the Indian Medical Register, and the Singapore Medical Council (SMC). Only three Indian MBBS programmes appear in the Medical Registration Act's Second Schedule, so how you became registrable here is part of your story. ICA does not see your SMC file, so your PR documents should explain your qualification, registration and job on their own.

Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.

Only three Indian MBBS programmes are on the Second Schedule

The Second Schedule of the Medical Registration Act 1997 lists All India Institute of Medical Sciences, New Delhi; Christian Medical College, Vellore; and Manipal Academy of Higher Education, Kasturba Medical College, Manipal, each for the MB BS. If your degree is from another Indian college, SMC eligibility would have rested on a registrable postgraduate qualification instead. Know which basis applied to you, and keep the matching certificate with your PR documents so your stated qualification and your actual registration basis agree.

Check your Indian Medical Register entry before requesting good standing

The National Medical Commission's Certificate of Good Standing form asks for your name exactly as it appears in the Indian Medical Register and tells applicants to check their IMR details first, with any discrepancy corrected through the State Medical Council. A spelling difference fixed there is far easier than one explained later. Use the same name form across your SMC papers, passport and PR application, or keep the affidavit or deed poll that links the versions.

Two validity clocks run at once

The NMC states that its Certificate of Good Standing is valid for up to six months from issue. SMC, separately, requires the certificate it receives to be no more than three months old when you attend registration, and it must come directly from the issuing authority. In practice the Singapore deadline is the tighter one. Keep a copy and the dates for your own records, because the same certificate later helps show an uninterrupted professional history.

SMC wants three years of employment detail

For conditional registration, SMC asks for a Statement of Employment covering the preceding three years, with employer, designation, department, exact dates and whether the work was full time (at least 40 clinical hours a week) or part time. That statement is a ready-made employment history. The Indian hospitals and dates in it should match the overseas employment you declare to ICA, so build your PR timeline from it rather than from memory.

Relevant professional records

The current ICA checklist is the starting point. Additional examples should be relevant to your circumstances and permitted by your employer; do not disclose protected information.

  • Current employment record showing clinical role and dates
  • Medical qualifications and professional registration details where applicable
  • Consistent explanation of clinical, research and teaching responsibilities

Illustrative preparation example

Where registration status or the employing institution changed, reconcile the dates in the employment history. A specialty title or hospital name does not establish a PR approval probability.

Eligibility, assessment and preparation are different

ICA publishes broad factors including family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. We do not present a nationality-specific salary cutoff, waiting period, cohort ranking or approval probability as an ICA rule. Work-pass qualifying salaries and COMPASS are MOM requirements, separate from ICA PR assessment. Use accurate payslip and tax information rather than a supposed PR salary target.

Inconsistencies to resolve before submission

  • Employment dates or employer identity that conflict across the form and records
  • Salary figures that mix fixed pay and bonuses without explanation
  • Qualifications, titles or registration status that are inaccurately described
  • Optional evidence that exposes confidential or personal information

Preparation mistakes to avoid

  • Treating a job title, salary or employer brand as a guaranteed approval signal
  • Adding unverified claims about sector priority or unpublished ICA weights
  • Submitting inconsistent records without resolving the discrepancy
  • Following an arbitrary waiting period instead of checking the applicable route and current documents

Check before confirming the application

  • Identity, qualification and employment details refer to the same person
  • Names, dates, addresses and salary figures agree across the records
  • Non-English records have translations accepted by ICA
  • The applicants included meet the correct category and have reviewed their declarations

Common questions

Can an Indian doctor apply for Singapore PR?

Yes, if they fall within an eligible ICA application category. ICA lists Employment Pass and S Pass holders as eligible to apply. Being Indian or being a doctor does not by itself establish eligibility or improve the outcome; ICA describes a broad assessment that includes family ties, economic contributions, qualifications, age, family profile and length of residency.

My MBBS is not from AIIMS, CMC Vellore or Manipal. Can I still be registered by SMC?

SMC states that an international medical graduate may qualify with a basic degree listed in the Second Schedule or with a postgraduate qualification that SMC recognises, and it publishes a list of qualifications eligible for consideration for conditional registration, such as MRCP or FRCS. Graduates holding neither are not eligible. Confirm your own basis with SMC, since ICA does not assess this.

Does ICA ask for my SMC registration?

ICA does not publish SMC registration as a PR requirement. MOM does ask for supporting documents from SMC when an Employment Pass is sought for a doctor, so your pass already depends on it. Keeping your SMC registration record helps show that the job title in your PR application matches a real, regulated role.

Review your documents and next steps

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
