Singapore PR for Indian Data Scientists

Data scientist is one of the infocomm occupations on MOM's Shortage Occupation List, but the faculty list attached to it is narrow: computing degrees qualify, statistics and mathematics degrees are not named. Many Indian data scientists studied statistics, mathematics or economics, so the three-year experience route matters. Whatever route your Employment Pass used, your PR application should describe the same qualifications and job titles, because ICA assesses its own file rather than MOM's.

Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.

Statistics degrees are not on the data scientist faculty list

MOM's SOL Employer Guide accepts a bachelor's degree in Computer Science, Information Technology, Programming & Systems Analysis or Science (Computer Studies) for the data scientist occupation. Statistics, mathematics and economics are not named. Holders of those degrees from Indian universities can instead qualify through at least three years' total experience in the listed titles. This matters only where the SOL bonus is needed to pass COMPASS, but it shapes what your pass file records about you.

The experience route counts specific titles

For the data scientist occupation, MOM's experience route counts time as chief data scientist, data engineer, data scientist or head of data analytics, selected in the work experience section of the EP form. Earlier roles in India called analytics consultant or business analyst are not on that list. If your earlier employers used different titles, keep relieving letters and experience certificates that describe your duties, since a PR employment history should be consistent with what was declared to MOM.

COMPASS diversity is counted by passport nationality

Under COMPASS, a firm with 25 or more PMETs scores 20 points if the candidate's nationality is under 5% of its PMETs, 10 points from 5% to under 25%, and nothing at 25% or above. MOM counts nationality by passport in government records, and PRs are included. The SOL bonus also falls from 20 to 10 if your nationality is a third or more of the firm's PMETs. These are work pass rules; ICA publishes no equivalent nationality weighting.

NAD and DigiLocker are not on MOM's portal list

India's National Academic Depository lets institutions lodge degrees and marksheets digitally, and graduates access them through DigiLocker. Neither appears on MOM's list of verification portals, and MOM requires portal proof to be public, in English and verifiable by MOM. A DigiLocker copy is a convenient record of what your university issued, but do not assume MOM will accept it as verification proof without checking first.

Relevant professional records

The current ICA checklist is the starting point. Additional examples should be relevant to your circumstances and permitted by your employer; do not disclose protected information.

  • Employer confirmation of your role and employment dates
  • Qualification records matching the information in the application
  • A non-confidential explanation of your analysis, deployment or research responsibilities

Illustrative preparation example

A data scientist can explain a deployed project at a high level and identify their responsibility. Client datasets, model secrets or unsupported claims about national impact are unnecessary.

Eligibility, assessment and preparation are different

ICA publishes broad factors including family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. We do not present a nationality-specific salary cutoff, waiting period, cohort ranking or approval probability as an ICA rule. Work-pass qualifying salaries and COMPASS are MOM requirements, separate from ICA PR assessment. Use accurate payslip and tax information rather than a supposed PR salary target.

Inconsistencies to resolve before submission

  • Employment dates or employer identity that conflict across the form and records
  • Salary figures that mix fixed pay and bonuses without explanation
  • Qualifications, titles or registration status that are inaccurately described
  • Optional evidence that exposes confidential or personal information

Preparation mistakes to avoid

  • Treating a job title, salary or employer brand as a guaranteed approval signal
  • Adding unverified claims about sector priority or unpublished ICA weights
  • Submitting inconsistent records without resolving the discrepancy
  • Following an arbitrary waiting period instead of checking the applicable route and current documents

Check before confirming the application

  • Identity, qualification and employment details refer to the same person
  • Names, dates, addresses and salary figures agree across the records
  • Non-English records have translations accepted by ICA
  • The applicants included meet the correct category and have reviewed their declarations

Common questions

Can an Indian data scientist apply for Singapore PR?

Yes, if they meet an eligible ICA application category. ICA lists Employment Pass and S Pass holders as eligible. Nationality and profession alone do not establish eligibility or approval, and the fact that data scientist is a shortage occupation for MOM purposes is not an ICA rule.

My master's is in statistics. Can I still qualify for the SOL bonus as a data scientist?

Possibly, through experience rather than the degree. MOM's guide allows at least three years' total work experience in listed titles such as data scientist or data engineer as an alternative to a computing degree. You also need to perform the key job duties listed for the occupation. Your employer submits this, and MOM decides it.

Will a high share of Indian colleagues at my firm affect my PR application?

ICA does not publish any nationality share or quota for PR. The nationality share of a firm's PMETs is used by MOM in the COMPASS diversity criterion and the SOL bonus for Employment Pass applications. It can affect whether a pass is approved, but MOM does not describe it as a PR factor.

Review your documents and next steps

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
