Singapore PR for PRC national Software Engineers
PRC national software engineers usually meet two separate record systems before a PR application: MOM's Employment Pass checks, where a China degree is verified through a CSSD online verification report and the role may be assessed against the Shortage Occupation List, and ICA's PR file, which asks for its own documents and translations. ICA does not receive your MOM file, so the degree, job title and romanised name you used for MOM are worth checking line by line against what you submit for PR.
Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.
Use the CSSD degree report, not the student record report
For China qualifications at degree level and above, MOM accepts the CSSD "Online Verification Report of Higher Education Degree Certificate". It does not accept the CSSD "Online Verification Report of Student Record", notarised copies or letters from your university. CHSI issues each report in Chinese with an English translation, and reports applied for since 15 March 2019 carry a 16-digit online verification code. MOM only needs a qualification verified once, so keep the report you used and declare the same degree to ICA.
Software engineer is a listed title on the Shortage Occupation List
MOM's SOL employer guide lists "Software engineer" as an eligible job title under the Software developer occupation, supported by IMDA. The candidate needs either a bachelor's degree in a listed faculty, which for this occupation includes Computer Science, Information Technology and Software Engineering, or at least three years in listed job titles. The guide also says the candidate must actually perform the key job duties. Your PR employer letter should describe the same role MOM assessed.
Check how your name is spelt in pinyin
China's exit-entry documents convert Lü and Nü to LYU and NYU, and Fujian's public security department reports travellers held up because a ticket used LV instead of LYU, or a different reading of a character with more than one pronunciation. If your degree report, employment contract or Singapore records use a different spelling from your passport, MOM asks for an explanation letter with supporting documents. Settle the spelling before you assemble the PR file.
Relevant professional records
The current ICA checklist is the starting point. Additional examples should be relevant to your circumstances and permitted by your employer; do not disclose protected information.
- Employer letter describing your role, dates and reporting responsibilities
- Consistent contract, payslip and tax records, including any agency arrangement
- A non-confidential description of engineering responsibilities or completed work
Illustrative preparation example
An engineer placed at a client through an agency should identify the legal employer consistently. A client project description can explain the work but should not replace the required employer evidence.
Eligibility, assessment and preparation are different
ICA publishes broad factors including family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. We do not present a nationality-specific salary cutoff, waiting period, cohort ranking or approval probability as an ICA rule. Work-pass qualifying salaries and COMPASS are MOM requirements, separate from ICA PR assessment. Use accurate payslip and tax information rather than a supposed PR salary target.
Inconsistencies to resolve before submission
- Employment dates or employer identity that conflict across the form and records
- Salary figures that mix fixed pay and bonuses without explanation
- Qualifications, titles or registration status that are inaccurately described
- Optional evidence that exposes confidential or personal information
Preparation mistakes to avoid
- Treating a job title, salary or employer brand as a guaranteed approval signal
- Adding unverified claims about sector priority or unpublished ICA weights
- Submitting inconsistent records without resolving the discrepancy
- Following an arbitrary waiting period instead of checking the applicable route and current documents
Check before confirming the application
- Identity, qualification and employment details refer to the same person
- Names, dates, addresses and salary figures agree across the records
- Non-English records have translations accepted by ICA
- The applicants included meet the correct category and have reviewed their declarations
Common questions
Can a PRC national software engineer apply for Singapore PR?
Yes, if they fall within an eligible ICA application category. ICA lists Employment Pass and S Pass holders as eligible to apply. Being a PRC national or a software engineer does not by itself establish eligibility, and ICA does not publish any nationality or profession weighting, so approval depends on ICA's overall assessment.
Link to answerDo I need a new CSSD report for my PR application?
ICA does not publish a requirement for a CSSD report. The CSSD degree verification report is what MOM accepts as verification proof for China degrees in Employment Pass applications, and MOM says a qualification only needs verifying once. For PR, follow ICA's current checklist for your category and make sure the qualification you declare matches the one MOM verified.
Link to answerMy EP used the Shortage Occupation List. Does that help my PR application?
The SOL is part of MOM's COMPASS framework for Employment Pass applications. ICA does not publish the SOL as a PR factor. What carries over is consistency: the job title, duties and employer you declared for the SOL should match your PR employment details, because an unexplained difference between the two records invites questions.

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
