Singapore PR for PRC national Management Consultants
Management consulting is not on MOM's Shortage Occupation List, so a PRC national consultant's Employment Pass rests on the core COMPASS criteria, including the diversity score that depends on how many PRC nationals the employer already has in PMET roles. That is a work pass matter, not a PR rule. For the PR file, the China-specific work is usually on documents: authenticating Chinese civil records by apostille, and keeping your name and qualifications consistent across both systems.
Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.
How the COMPASS diversity score treats PRC nationals
COMPASS awards 20 points when the candidate's nationality is under 5 per cent of the employer's PMETs, 10 points from 5 to under 25 per cent, and none at 25 per cent or more. Firms with fewer than 25 PMETs score 10 by default. Nationality means passport nationality in Singapore Government records, and permanent residents count. A boutique consultancy and a large firm with a big China practice can score very differently. None of this is an ICA criterion.
No SOL bonus for consulting roles
MOM's Shortage Occupation List covers specific roles in agritech, financial services, the green economy, healthcare, infocomm technology, maritime and semiconductors. Management consultant is not one of them, so a consulting EP must reach the 40-point COMPASS pass mark through the core criteria such as salary, qualifications, diversity and support for local employment. If your role later shifted into a listed technology role, record the change of title and duties clearly in your PR employment history.
Apostilles for Chinese records are issued in China
Since 7 November 2023 Chinese public documents for use in Apostille Convention states take an apostille instead of consular legalisation. The issuing bodies are China's Ministry of Foreign Affairs and authorised provincial and some municipal foreign affairs offices. China's consulate guidance states that Chinese embassies and consulates abroad cannot issue apostilles, and that most notary offices offer to arrange one when they notarise a translation. If you are in Singapore, plan the apostille through China rather than the embassy.
Degree rankings are a MOM measure
Under COMPASS, qualifications from top 100 universities in the QS World University Rankings and other highly reputed Asian universities score 20 points, and other degree-equivalent qualifications score 10. Consultants often hold an MBA or master's on top of a Chinese bachelor's. Whatever MOM scored, ICA asks about qualifications in its own terms, so declare each degree with the same dates and awarding body, and keep the CSSD report MOM accepted for any Chinese degree.
Relevant professional records
The current ICA checklist is the starting point. Additional examples should be relevant to your circumstances and permitted by your employer; do not disclose protected information.
- Employer confirmation of role, dates and employment arrangement
- Salary and tax records, with variable compensation explained
- Non-confidential descriptions of responsibilities and relevant assignments
Illustrative preparation example
A consultant should identify the legal employer even when assigned to a client. Use permitted high-level descriptions of assignments rather than confidential client materials.
Eligibility, assessment and preparation are different
ICA publishes broad factors including family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. We do not present a nationality-specific salary cutoff, waiting period, cohort ranking or approval probability as an ICA rule. Work-pass qualifying salaries and COMPASS are MOM requirements, separate from ICA PR assessment. Use accurate payslip and tax information rather than a supposed PR salary target.
Inconsistencies to resolve before submission
- Employment dates or employer identity that conflict across the form and records
- Salary figures that mix fixed pay and bonuses without explanation
- Qualifications, titles or registration status that are inaccurately described
- Optional evidence that exposes confidential or personal information
Preparation mistakes to avoid
- Treating a job title, salary or employer brand as a guaranteed approval signal
- Adding unverified claims about sector priority or unpublished ICA weights
- Submitting inconsistent records without resolving the discrepancy
- Following an arbitrary waiting period instead of checking the applicable route and current documents
Check before confirming the application
- Identity, qualification and employment details refer to the same person
- Names, dates, addresses and salary figures agree across the records
- Non-English records have translations accepted by ICA
- The applicants included meet the correct category and have reviewed their declarations
Common questions
Can a PRC national management consultant apply for Singapore PR?
Yes, if they fall within an eligible ICA application category, such as holding an Employment Pass or S Pass. Being a PRC national or a consultant does not on its own make a person eligible or improve the outcome. ICA publishes broad factors only and no nationality quota, salary cutoff or approval rate.
Link to answerDoes the number of PRC nationals at my firm affect my PR application?
ICA does not publish any such rule. Nationality share among an employer's PMETs is part of MOM's COMPASS scoring for Employment Pass applications. It should not be read across to PR, where ICA describes its own holistic assessment covering family ties, economic contributions, qualifications, age, family profile and length of residency.
Link to answerCan the Chinese Embassy in Singapore authenticate my birth certificate?
Chinese consular guidance states that embassies and consulates abroad cannot issue apostilles. Apostilles for Chinese documents are issued by China's Ministry of Foreign Affairs or an authorised local foreign affairs office, often arranged through the notary office that prepares a notarised translation. Check ICA's current checklist for what your category requires before ordering one.

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
