Singapore PR for PRC national Engineers
PRC national engineers bring degrees from a system that has been a full Washington Accord signatory through the China Association for Science and Technology since June 2016. In Singapore, that recognition sits alongside separate MOM and Professional Engineers Board rules, and none of it forms part of ICA's published PR criteria. The useful work before applying is to make your degree verification, job title and any PE status read the same way in every record.
Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.
Washington Accord recognition starts in 2016
Engineers Australia, a fellow signatory, reports that the China Association for Science and Technology became a full Washington Accord signatory on 2 June 2016. For recognition, a programme must appear on the accredited list held by the Chinese Engineering Education Accreditation Association, and the qualification must have been completed in or after 2016. An engineer who graduated earlier should not describe the degree as Washington Accord accredited. ICA does not publish accord status as a PR factor.
PE registration has its own route
Singapore's Professional Engineers Board registers professional engineers in the chemical, civil, electrical and mechanical branches. Applicants need a qualification on the Board's approved list, at least four years of relevant practical experience, passes in the Fundamentals and Practice of Professional Engineering examinations, and an interview. The Board states there is no exemption from examinations because of professional registration in another jurisdiction. A Chinese engineering title should be described as what it is, not as Singapore PE status.
Semiconductor roles on the SOL depend on the employer
MOM's Shortage Occupation List includes semiconductor engineer, instrumentation engineer (integrated circuit engineer) and process engineer. Each requires a bachelor's degree in an engineering or science faculty and an employer involved in the semiconductor space, which MOM verifies directly with EDB. An engineer doing similar work outside that sector would not qualify through these entries. If your EP relied on one, your PR employer details should describe the same firm and duties.
One CSSD report covers the degree for MOM
MOM accepts the CSSD Online Verification Report of Higher Education Degree Certificate as verification proof for China degrees, and says it does not accept notarised copies, school letters or the CSSD student record report. If you took a diploma before a bachelor's, the diploma has its own CSSD qualification report. Use the same institution names, majors and dates in your PR application as in the reports MOM accepted.
Relevant professional records
The current ICA checklist is the starting point. Additional examples should be relevant to your circumstances and permitted by your employer; do not disclose protected information.
- Employer letter identifying engineering role and employment dates
- Qualifications and registration details where applicable
- Non-confidential project scope and your own responsibilities
Illustrative preparation example
An engineer can explain what they were responsible for on a project without claiming the project belongs to them or disclosing restricted technical material. Professional registration is not an immigration approval.
Eligibility, assessment and preparation are different
ICA publishes broad factors including family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. We do not present a nationality-specific salary cutoff, waiting period, cohort ranking or approval probability as an ICA rule. Work-pass qualifying salaries and COMPASS are MOM requirements, separate from ICA PR assessment. Use accurate payslip and tax information rather than a supposed PR salary target.
Inconsistencies to resolve before submission
- Employment dates or employer identity that conflict across the form and records
- Salary figures that mix fixed pay and bonuses without explanation
- Qualifications, titles or registration status that are inaccurately described
- Optional evidence that exposes confidential or personal information
Preparation mistakes to avoid
- Treating a job title, salary or employer brand as a guaranteed approval signal
- Adding unverified claims about sector priority or unpublished ICA weights
- Submitting inconsistent records without resolving the discrepancy
- Following an arbitrary waiting period instead of checking the applicable route and current documents
Check before confirming the application
- Identity, qualification and employment details refer to the same person
- Names, dates, addresses and salary figures agree across the records
- Non-English records have translations accepted by ICA
- The applicants included meet the correct category and have reviewed their declarations
Common questions
Can a PRC national engineer apply for Singapore PR?
Yes, if they fall within an eligible ICA application category. ICA lists Employment Pass and S Pass holders among those who may apply. Nationality, engineering discipline and Washington Accord status do not establish eligibility or approval, and ICA publishes no profession weightings or approval rates.
Link to answerDo I need to be a registered Professional Engineer to apply for PR?
ICA does not publish PE registration as a PR requirement. PE registration is a professional status regulated by the Professional Engineers Board, with its own qualification, experience and examination requirements. If you are registered, keep the record so your title can be checked. If you are not, describe your role accurately without implying PE status.
Link to answerMy engineering degree is from before 2016. Is that a problem?
Not for PR in any published sense. The 2016 date only affects whether a Chinese degree counts as accredited under the Washington Accord, which matters to professional bodies that rely on it. ICA does not publish accord status as a criterion. What you need is a degree verified in the form MOM accepts and described consistently across your records.

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
