Buyer guide

How to choose a Singapore PR consultant

Choose a consultant by the clarity of the written work: the eligibility route, records reviewed, inconsistencies handled, submission boundary, fees, and the person accountable for the review.

A useful consultant delivers review work you can inspect.

The service should go beyond general advice about “profile strength.” You should be able to identify which documents were checked, what changed after review, which risks remain, and what you must do before submission.

ICA remains the decision-maker. Its website expressly states that ICA has no affiliation with private migration agencies or consultants and does not endorse them.

Questions to ask before you sign

01

Who will review my application?

Ask for the role and relevant experience of the person responsible. Do not rely on an unnamed “specialist team.”

02

Which ICA category are you advising on?

The applicant, sponsor, document checklist, and submission steps differ by category.

03

What exactly will you review?

List the applicants, forms, identity records, family records, employment or study evidence, translations, and review rounds.

04

How do you handle inconsistent records?

A credible answer should involve checking source documents, correcting errors where possible, and explaining legitimate differences truthfully.

05

What must I do personally?

You should retain control of credentials, declarations, answers, submission, government payments, and direct responses to ICA.

06

When does the fee become payable?

The engagement should state the fee, payment trigger, exclusions, and how added applicants or new work affect price.

Assessment

The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.

Advisory

If a client proceeds after the free assessment, Pier Immigration's advisory fee is payable only if and when ICA approves the application. If ICA rejects the application, no Pier advisory fee is owed. The engagement scope is agreed in writing before advisory work begins.

ICA government fees remain separate. See the full fee policy and the PR application service scope.

PR consultant FAQs

What should a Singapore PR consultant do?

A consultant should confirm the relevant ICA category, define a written scope, review applicable records for completeness and consistency, explain timing and fees, and prepare the applicant for their own truthful submission.

What should I ask before engaging a consultant?

Ask who will review the file, which applicants and documents are included, how many review rounds are provided, what remains your responsibility, when fees become payable, and what happens if the scope changes.

Can a consultant submit or declare information for me?

Applicants or sponsors must use the applicable ICA login, review the form, make declarations, and submit personally. A consultant can support preparation but should not make declarations or conceal facts.

Can a PR consultant guarantee approval?

No. ICA decides every application and states that it does not endorse private immigration consultants.

Ask for a scoped assessment.

Pier will explain what the current file shows, what support would include, and whether you should proceed.
