e-PR System: Meaning and Application Process

The e-PR system is ICA's online service for submitting Singapore permanent residence applications and the required applicant declarations and documents.

Key facts

  1. The sponsor or main applicant starts the application through ICA's e-Service using Singpass or the login method ICA provides.

  2. Each person added as an applicant must review and declare the application before submission under the current process.

  3. Required documents depend on the applicant category and must include official translations where necessary.

  4. ICA may ask for additional information after submission.

  5. Applicants can check status through MyICA or the linked ICA e-Service.

Who submits through the e-PR system

The sponsor or main applicant starts the application through ICA's e-Service using Singpass or the credentials ICA provides. In a spouse-of-citizen sponsored application, the Singapore citizen spouse submits. Where an adult PR applies together with a PR spouse and qualifying unmarried children below 21, each added applicant reviews and declares the application before it is submitted.

The declarations belong to the applicants. An adviser, including Pier, can review records and prepared answers within a written engagement scope, but cannot make the declarations or submit the application on the applicant's behalf.

Before you start an application

The documents ICA asks for depend on the applicant category, so confirm the correct category before preparing the checklist. Documents not in English need accepted translations. Each person in the application needs a passport with at least six months' validity at the point of application.

ICA charges S$100 at submission for each Singapore PR application. This government fee is separate from any adviser's fees.

After you submit

ICA sends an acknowledgement after a successful e-PR submission. It says applications are generally processed within six months when all required documents are submitted, although some cases take longer. During review, ICA verifies the submitted documents and declared information and may request additional documents or clarification.

A pending application is not frozen. ICA's e-Service lets applicants check the application status, use the online update function for specified changes such as address, employment or marital status, and submit requested documents through ICA's stated channel. Keep copies of the acknowledgement, the submitted forms and every update.

The outcome

ICA communicates the outcome through its official channels. An approval-in-principle contains the completion instructions. After a rejection, ICA allows an online appeal within 12 months of the rejection letter with new or updated information or documents. A fresh application is a separate route, and ICA does not publish a universal mandatory waiting period for it.
