Eligibility and documents for student PR applicants
ICA has a specific PR category for students studying in Singapore who have passed a national examination or are in the Integrated Programme. The current eligibility page does not state the older two-year residence threshold sometimes repeated online. Eligibility is only the starting point: ICA still assesses the student age, family profile, education, time in Singapore, integration and commitment. Male students granted PR under this route are also liable for National Service.
Government requirements are linked in the official sources below. Preparation suggestions are advisory guidance; individual decisions remain with the relevant authority.
Current student eligibility
The student must be studying in Singapore and have passed a listed national examination or be in the Integrated Programme.
How to log in
Students aged 15 and above use Singpass; younger applicants use ICA non-Singpass option.
Documents
Use ICA live checklist for identity, family, education and any relevant employment evidence.
Parents and guardians
One parent or grandparent may seek the student-linked LTVP with an eligible local sponsor.
Tuition Grant and pass status
Student Pass and Tuition Grant duties remain separate from PR assessment and must continue to be honoured.
After graduation
ICA publishes no waiting period, but the applicant must still fit a current PR eligibility category.
National Service
Male students granted PR through the student route are NS-liable.
Common questions
Can foreign students apply for PR, and what are the Foreign Student Scheme requirements?
Yes. ICA current eligibility page says a student studying in Singapore may apply after passing at least one national examination, such as PSLE or GCE N, O or A Levels, or while in the Integrated Programme. The current page does not state a separate two-year residence minimum. ICA still assesses age, family profile, qualifications, length of residence, integration and commitment.
Link to answerWhat is the minimum age for a student to apply for PR themselves, and how do under-15s log in without Singpass?
There is no separate minimum application age published for this route. ICA says students aged 15 and above submit with Singpass; those below 15 use the non-Singpass option in the same e-service. Every applicant added to an application must review and declare the form using Singpass or ICA-provided unique credentials where Singpass is unavailable.
Link to answerCan a parent (including a father) accompany a student child on an LTVP?
ICA permits only one parent or grandparent of a child studying on a Student Pass to apply for this LTVP route. The page uses gender-neutral parent language, so a father may apply if the requirements are met. A Singapore citizen or PR aged at least 21 must act as local sponsor. Approval is not automatic.
Link to answerWhat documents do student PR applicants need?
ICA checklist requires a recent digital photograph, passport or travel document and, where applicable, birth or household records, adoption, name-change and family-status documents. It also lists educational certificates and transcripts, with employment and tax records where relevant. ICA may ask for additional evidence. Use the live checklist shown in the e-PR application rather than an old third-party list.
Link to answerWill a pending Student's Pass application affect my PR application?
ICA has stated that Student Pass and PR applications are processed independently. A pending pass application does not itself decide the PR outcome, but the applicant must keep every declaration current and maintain lawful stay. Notify ICA if circumstances, school or pass status changes while either application is pending.
Link to answerDoes an MOE Tuition Grant bond or holding a Student's Pass affect a PR application?
A Student Pass is normal for the student route and is not a published negative factor. An MOE Tuition Grant creates a separate service obligation under the Tuition Grant Agreement; it does not guarantee or bar PR. The applicant must disclose education and obligations accurately and continue complying with the Student Pass and Tuition Grant terms.
Link to answerHow soon after graduating from a Singapore university can I apply for PR?
ICA publishes no mandatory waiting period after graduation. The student category is worded for a student studying in Singapore who has passed a national examination or is in IP. After graduation, the person current status may place them under another route, such as an Employment Pass or S Pass holder. Apply only while clearly eligible under a current ICA category.
Link to answerDoes time lived in Singapore as a child count if I apply for PR as a teenager?
ICA says length of residency is one factor in PR assessment, so years lived in Singapore as a child may form part of the record. It publishes no formula, minimum score or promise that childhood years will be counted in a particular way. School history, age, family profile and integration are assessed with the rest of the application.
Link to answerReview your documents and next steps
The initial profile assessment is free and carries no obligation to proceed. It reviews the application category, document gaps and preparation steps, with a recommendation to apply, complete specific preparation first, or check a different route. It does not predict approval.
